Facilitate the goals of the FM Business Solutions Office (FMZ) by designing, strategizing, and executing solutions aimed at enhancing the processing, analysis, collection, organization, storage, management, retrieval, and utilization of financial data across the organization.
Key Responsibilities:
As a vital member of the team, you will:
Support the Financial Management Directorate and FM Business Solutions Office (FMZ).
Assist government personnel with financial management operations.
Oversee and coordinate program resource allocations.
Provide support to Government representatives during meetings.
Contribute to the future enhancements of Geospatial Intelligence Financials (GEO-F).
Offer guidance and troubleshooting assistance for current GEO-F functionalities.
Translate operational needs into technical specifications and actionable implementations.
Core Duties:
Develop and implement innovative solutions to financial data management challenges utilizing advanced technologies such as Visual Basic for Applications (VBA), Structured Query Language (SQL), SQL Server, Microsoft Access, and Microsoft Excel.
Lead research initiatives and stakeholder interviews to document and comprehend requirements (data inputs and outputs), business processes, and existing data challenges, focusing on process improvements.
Conduct thorough analyses to identify connections between business processes, data inputs, information requirements (outputs), and potential solutions.Coordinate and engage in system engineering and technical exchange meetings to facilitate swift resolution of architectural, design, system interoperability, and policy issues.
Participate in milestone events including requirement reviews, design reviews, and program management reviews.Collaborate with other FM stakeholders to load quarterly budget authority.
Design and implement enhancements for financial business systems related to GEO-F.
After assessing operational needs for enhancements or system modifications, define and develop technical requirements and specifications for development and testing.
Utilize expertise in financial management processes, software, applications, tools, and systems with a focus on process improvement.Support the organization's performance management, metrics, and measures.
Qualifications:
Essential:
Active TS/SCI clearance, CI polygraph preferred.
A Bachelor's degree or higher in a business-related discipline such as Business, Finance, Accounting, Management, Computer Science, or Economics.
A minimum of 12 years of cumulative experience in evaluating federal financial business processes, developing financial systems options, and implementing system solutions, including demonstrated experience in federal financial management encompassing all aspects of programming, planning, budgeting, execution, and/or accounting.
In addition to the above, specialized demonstrated experience in the following areas (totaling 8 years):At least 2 years of experience in executing or writing advanced Visual Basic for Applications (VBA) and Structured Query Language (SQL) scripts for testing and execution.
At least 2 years of experience in identifying system options and recommending business process improvements through collaboration with various stakeholder groups OR demonstrated experience in system software development activities, including requirements definition, process mapping, configuration management, and system testing supporting Momentum-based financial systems.
At least 2 years of experience in communicating technical issues and a working knowledge of the United States Standard General Ledger (USSGL) in accordance with treasury guidelines.
At least 2 years of experience in supporting Momentum-based financial systems implementation, upgrades, and enhancements.At least 3 years of experience in system software development activities, including requirements definition, process mapping, configuration management, testing, and user support.
At least 5 years of experience in financial programming, planning, budgeting, execution, and/or accounting in Momentum-based applications.At least 3 years of experience with NGA's business processes and key financial data and reports.
At least 3 years of experience with system administration functions related to Momentum financials.
