This position is essential for enhancing the efficiency of data utilization within the organization and among its collaborators. The selected candidate will significantly contribute to improving information accessibility and sharing through innovative KM methodologies and tools.
Location: Bethesda, MD
FLSA Status: Regular, Full-Time
Security Clearance Level: TS/SCI with Counterintelligence Polygraph

Position Type: On-Site
Key Responsibilities:
- Oversee the development and upkeep of KM systems to function as effective repositories for data management.
- Provide expert advice on the optimal utilization of KM tools to boost information sharing and operational efficiency.
- Conduct training sessions for system users, including partners in the Intelligence Community (IC), to ensure effective use of KM systems.
- Deliver user manuals and ongoing support to facilitate the smooth integration of KM tools.
- Merge information with other databases as necessary.
- Employ automated tools and visualizations to enhance user access and data analysis capabilities.
- Implement tailored tools to meet specific office requirements, focusing on interoperability and information sharing with IC, state, and local partners.
- Establish and sustain virtual communities of interest to promote collaboration, information storage, and discovery among ODNI and its partners.
- Disseminate lessons learned and best practices within these communities.
- Monitor and report metrics to evaluate progress against various programs, policies, and strategies.
- Design simulations and exercises to assess database readiness and communication pathways.
- Identify and implement enhancements for improving information exchanges across governmental and private sector systems.
- Maintain and refresh an organization-wide repository for instructions, Internal Process Documents (IPDs), and policy memoranda.
- Construct data repositories that fulfill mission requirements, ensuring they can efficiently generate visualizations for analysis, reporting, and briefings.
Minimum Qualifications:
- Top Secret/SCI clearance
- Counterintelligence Polygraph
- Bachelor's degree with 3 years of relevant experience or 9 years of experience in lieu of a degree.
- Significant experience in the development and management of KM systems.
- Proficient in KM tools, including SharePoint and various database management systems.
- Strong skills in training and user support.
- Ability to integrate and visualize data from diverse sources.
- Excellent communication and collaboration abilities.
- Knowledge of interoperability and information sharing within the IC and with state and local partners.
