Job Summary

Leonardo DRS Land Systems is seeking a highly skilled Senior Program Manager to join our Business Development Department. This position is based out of our Bridgeton, MO facility and offers a hybrid schedule or remote work option. The successful candidate will manage and direct the daily execution of contract and proposal requirements to ensure cost, schedules, and performance goals are met. They will provide interface, communication, and coordination with internal and external customers on matters pertaining to existing contracts. This position works closely with all functional departments to manage development programs or proposals. Key responsibilities include managing the entire proposal process from pre-RFP preparation to final publication, submission, negotiation, and settlements. The ideal candidate will have a strong background in program and proposal management, with experience in managing contracts, budgets, and teams. They will also possess excellent communication and leadership skills, with the ability to work effectively in a fast-paced environment.

Responsibilities

* Manage and oversee the entire proposal process from pre-RFP preparation to final publication, submission, negotiation, and settlements.
* Ensure that DRS proposals are professional, high-quality, and reflect the high standards and objectives of the corporation, and that the proposal submission is compliant and responsive to all customer requirements and to the instructions of the RFP.
* Manage and conduct proposal submissions in accordance with DRS Capture and Pursuit Process.
* Track all proposal efforts, which may include work of proposal managers, writers, solutions architects, prices, contracts personnel, and administrative support teams.
* Collaborate on various tasks with management including: Capture, Program, Technical, and Functional Leads to accomplish objectives.
* Responsible for completing Proposal Strategies including developing Capture Plans, Win Themes, and Win Strategies.
* Lead or support all meetings and the integrated product and/or project team (from kick-off through project close).
* Oversee and provide leadership to program or project teams to plan, track, and execute project plans from start to completion using specific technical knowledge.
* Prepare for and participate in contract/subcontract negotiations.
* Allocate and control contract budgets for labor, material, travel, and purchased services. Regularly report program status to senior management.

Requirements

* Bachelor's degree or equivalent combination of education and experience in Engineering, Finance, Supply Chain, or Business.
* 7+ years of relevant experience in program and proposal management, with a strong background in contract management, budgeting, and team leadership.
* Knowledge of program and proposal management tools and procedures.
* Solid leadership and management skills, with the ability to work effectively in a fast-paced environment.
* Experience throughout the program lifecycle from development through sustainment, including proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts.
* Experience with earned value cost accounting and reporting, and metrics for assessing and reporting program progress, productivity, and variance analysis.
* Experience in finance, contracting, export regulations, engineering, logistics, manufacturing, and supply chain management.
* Solid problem-solving skills, with the ability to analyze complex problems and develop effective solutions.
* Strong presentation skills, with the ability to communicate effectively with internal and external stakeholders.
* Experience with managing aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization.
* Strong oral and written communication skills, with the ability to work effectively in a team environment.
* Program Management certification preferred (i.e., PMP or DAU).
