The Conflict Intervention Service, funded by the Mayor's Office on Housing and Community Development, utilizes a comprehensive range of conflict resolution methods and mediation to address disputes that lead to housing instability and eviction. This service acts as an impartial facilitator, assisting both housing providers and residents in affordable and supportive public housing, as well as landlords and tenants in privately owned properties. Additionally, the service offers educational resources to help navigate landlord-tenant relationships, aiming to de-escalate conflicts and enhance communication for improved housing interactions. The team comprises both attorney-mediators and non-attorney mediators, along with conflict navigators, and collaborates with a network of qualified independent contractor mediators as necessary. Language interpretation and social worker support resources are also available.

As a Housing Mediation Attorney, your responsibilities will encompass a wide array of mediation services and educational initiatives, particularly in scenarios involving the legal rights and responsibilities of landlords and tenants. This role involves close collaboration and supervision by the BASF ADR Director.

The Housing Mediation Attorney plays a crucial role in assisting landlords, tenants, housing providers, and residents by providing neutral conflict navigation strategies and mediation services. Furthermore, this position involves assessing cases that may not qualify for services under current funding limitations and offering fee-based services in accordance with CIS guidelines.

The responsibilities associated with the role of Housing Mediation Attorney in Private Housing include, but are not limited to, the following:

  • Manage the CIS Helpline, handle email inquiries, and oversee case intake and investigation as needed.
  • Evaluate suitable case resolution strategies and provide support.
  • Employ innovative problem-solving techniques for various CIS cases.
  • Conduct preparatory discussions with mediation participants.
  • Facilitate scheduled mediations and assist in post-conflict care to ensure agreement stability.
  • Provide referrals for additional services, including legal assistance through the Lawyer Referral and Information Service.
  • Engage in outreach and create messaging for CIS.
  • Deliver presentations on CIS as required. Maintain accurate records and case narratives, and contribute to promotional articles or blog posts.

ESSENTIAL FUNCTIONS

  • Conduct initial case investigations involving communication with disputants, case managers, property managers, social workers, and other relevant parties.
  • Clarify the issues, concerns, needs, and interests of all involved parties.
  • Gather necessary documentation, such as tenant leases and income verification forms.
  • Facilitate communication between disputants to guide them toward mutual agreements.
  • Provide communication advice and coaching.
  • Prepare written conflict resolution agreements for disputants.
  • Refer clients to legal and social service resources as appropriate.
  • Conduct formal mediations and follow up with aftercare check-ins as needed.
  • Regularly confer with other CIS Mediation Counsel.
  • Maintain an independent mediation caseload while participating in team strategy meetings.
  • Assist with community outreach and presentations about CIS.
  • Contribute to the development of marketing and outreach materials for the CIS program.
  • Serve as a liaison with community partners for referrals.

WORKING ENVIRONMENT

This position is based in an open office environment during standard business hours. Occasional meetings outside of regular hours may be required, as well as participation in community events and presentations.

EDUCATION AND EXPERIENCE

  • Must be a licensed attorney with experience in landlord-tenant law.
  • Certification in mediation is required.
  • Experience working with both landlords and tenants is essential.
  • Familiarity with public housing regulations and mental health conditions is a plus.
  • Experience with diverse populations is preferred.
  • Knowledge of the San Francisco Rent Ordinance and Tenant Right to Counsel law is advantageous.
  • Familiarity with project management software and Google applications is beneficial.

SKILLS AND REQUIREMENTS

  • Bilingual in Spanish or Chinese is preferred.
  • Strong analytical, judgment, and reasoning skills.
  • Ability to maintain confidentiality and professionalism.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple tasks and prioritize effectively.
  • Proficiency in MS Office applications.
