The Conflict Intervention Service, funded by the Mayor's Office on Housing and Community Development, employs a range of conflict resolution methods and mediation techniques to address disputes that lead to housing instability and eviction. Acting as an impartial facilitator, CIS supports both housing providers and residents in affordable public housing, as well as landlords and tenants in privately owned properties. Additionally, CIS provides educational resources to help navigate landlord-tenant relationships, aiming to de-escalate conflicts and promote effective communication.

As a CIS Housing Mediation Attorney, your role will encompass a broad spectrum of mediation services and educational initiatives, particularly when legal rights and responsibilities of landlords and tenants are involved. This position operates under the supervision of the BASF ADR Director.

The CIS Housing Mediation Attorney plays a vital role in assisting landlords, tenants, housing providers, and residents by offering conflict resolution strategies and mediation services. Furthermore, this role includes evaluating cases that may not qualify for services under current funding restrictions and potentially providing services on a fee basis according to CIS guidelines.

The responsibilities associated with the role of the CIS Housing Mediation Attorney in Private Housing include, but are not limited to:

  • Managing the CIS Helpline, email inquiries, and case intake processes.
  • Evaluating suitable case resolution strategies and providing support.
  • Employing innovative problem-solving techniques for various CIS cases.
  • Conducting preparatory discussions with mediation participants.
  • Facilitating scheduled mediations and participating in post-resolution follow-ups to ensure agreement stability.
  • Providing referrals for additional services, including legal assistance.
  • Assisting with outreach efforts and creating informative materials for CIS.
  • Delivering presentations about CIS as required.
  • Maintaining accurate records and case summaries.
  • Writing articles or blog posts to promote the program.

ADDITIONAL DUTIES

  • Conducting initial case investigations involving communication with disputants and relevant parties.
  • Clarifying issues, concerns, and interests of all involved parties.
  • Gathering necessary documentation, such as leases and income verification forms.
  • Facilitating communication between disputants to guide them toward mutual agreements.
  • Providing advice and coaching on effective communication strategies.
  • Preparing written conflict resolution agreements for disputants.
  • Offering referrals to legal and social service resources as appropriate.
  • Performing formal mediation sessions.
  • Conducting follow-up check-ins post-mediation as needed.
  • Regularly conferring with CIS colleagues.
  • Maintaining an independent caseload while participating in team strategy meetings.
  • Engaging in community outreach to discuss CIS services.
  • Assisting in the development of marketing and outreach materials.
  • Serving as a liaison with community partners for referrals.

WORK ENVIRONMENT

This position is based in an open office environment during standard business hours. Occasional meetings outside regular hours and participation in community events may be required.

QUALIFICATIONS

  • Licensed attorney with experience in landlord-tenant law.
  • Certification in mediation.

EXPERIENCE

  • Experience working with landlords and tenants.
  • Familiarity with public housing regulations is advantageous.
  • Experience with diverse populations.
  • Knowledge of the San Francisco Rent Ordinance and Tenant Right to Counsel law is beneficial.

SKILLS AND REQUIREMENTS

  • Bilingual in Spanish or Chinese is preferred.
  • Strong analytical and judgment skills.
  • Ability to maintain confidentiality and professionalism.
  • Excellent communication and interpersonal skills.
  • Strong organizational abilities and attention to detail.
  • Proficiency in MS Office and project management software.
