SUMMARY
Oversee the creation, execution, and administration of comprehensive environmental initiatives across the facility. Offer specialized environmental knowledge and assist plant staff with various concerns.

DUTIES AND RESPONSIBILITIES
Responsibilities may include, but are not limited to, the following:
Drive the establishment of facility-wide environmental initiatives that will ensure:
Top-tier industry compliance and performance standards.
Ongoing adherence to diverse governmental and corporate environmental performance regulations.
Deliver technical and regulatory guidance to process engineering and capital projects under management supervision.
Coordinate and manage the facility's compliance initiatives regarding fugitive emissions monitoring (LDAR), waste management, and stormwater regulations.
Contribute to defining and achieving Health, Safety & Environmental (HSE) objectives while maintaining precise HSE procedures.
Assess and analyze industry HSE best practices. Implement those practices that can enhance HSE performance and/or efficiency while minimizing costs.
Keep abreast of processing industry HSE trends and changes. Monitor OSHA and EPA/TCEQ activities and publications. Lead the benchmarking of HSE RAGAGEP and other exemplary practices with other facilities. Propose enhancements in HSE work practices to the HSE Manager.

Guide the development and upkeep of HSE programs for the facility, including the creation of proactive management systems, effective checks and balances, and strategic planning activities that anticipate future regulatory compliance challenges under management oversight.

Engage, as necessary, in trade associations, professional groups, and inter-facility discussions to maintain an effective network that supports HSE initiatives.

Maintain a comprehensive understanding of federal and state HSE regulations.
Act as a liaison for auditors/inspectors conducting compliance assessments/investigations.
Conduct internal facility inspections and communicate findings to management for corrective actions.
Develop training materials and provide training on HSE regulations.
Ensure quality control through peer review of reports and documents produced by other members of the HS&E team.
Participate in after-hours on-call rotation for HSE.
Perform additional responsibilities as assigned by the HSE Manager.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
Bachelor's degree in Engineering (chemical or mechanical) or a related discipline is required.
A minimum of 8 years of relevant HSE experience in a chemical/petrochemical/refinery setting.

PHYSICAL DEMANDS
This position is primarily conducted in a control room or office environment. Regular physical presence and predictable attendance are required.

While executing the responsibilities of this role, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and communicate verbally.

The employee may occasionally be required to stoop, kneel, or crouch.

The employee must regularly lift and/or move up to 5 pounds, frequently lift and/or move up to 10 pounds, and occasionally lift and/or move up to 15 pounds.

Specific vision capabilities required for this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

This role necessitates a response to audible emergency alarms within the facility. The employee must be capable of evacuating when necessary.

WORK ENVIRONMENT
The noise level in the work environment is typically moderate, as it is primarily office-based.

Some tasks may require working in operational units, necessitating the use of required personal protective equipment, including safety glasses and hearing protection.

There may also be exposure to outdoor elements and the requirement to use stairs and elevators. Occasional travel, including air and automobile travel, may be necessary.
