Job Purpose

We are seeking an experienced professional to support our rate-regulated water utilities. The successful candidate will collaborate with a team of regulatory professionals and across business units to compile and prepare data and schedules supporting timely preparation, presentation, and processing of rate cases and regulatory filings. This role requires a strong understanding of regulatory frameworks and requirements, as well as excellent communication and analytical skills.

Key Responsibilities

  • Develop and maintain knowledge of regulatory frameworks and requirements, including rate-making and pricing principles.
  • Collaborate with regulatory authorities and stakeholders to ensure productive relationships and effective communication.
  • Prepare and defend financial exhibits and reports, including schedules of operation and maintenance expenses, depreciation, and utility plant in service.
  • Analyze and critique complex evidence, including expert witness testimony, data, and reports, to contribute to the development of effective arguments in support of our case.
  • Manage multiple competing work priorities and deadlines, while maintaining attention to detail and a high level of accuracy.
  • Develop and maintain good working relationships with Company personnel, Commission Staff, and external groups.

Qualifications

  • Bachelor's degree in business, accounting, engineering, finance, or a related field. A CPA or graduate degree is preferred.
  • 2-15 years of experience in utility accounting, finance, regulatory, or a related field.
  • Experience with utility regulation, finance, ratemaking, and pricing, public policy, and/or regulatory law is preferred.
  • Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence.
  • Demonstrated ability to establish and foster productive relationships with internal and external stakeholders.
  • Ability to interact effectively with peers and management, including presentations, written communications, and internal relationship-building.

Knowledge and Skills

  • Ability to gather information from multiple sources and synthesize it into persuasive schedules and exhibits.
  • Ability to collect, analyze, compile, and present financial data in a persuasive manner.
  • Ability to establish and foster productive relationships with key stakeholders, including internal and external personnel involved in regulatory activity.
  • Ability to interact effectively with management, including presentations, written communications, and internal relationship-building.
  • Proficiency in Microsoft Office, particularly MS Excel, as well as Google Workspace.
  • Demonstrated ability to learn other technology platforms as needed.
  • Ability to adapt to changing circumstances and prioritize multiple competing work priorities and deadlines.
  • Excellent oral and written communication skills.
  • Ability to develop creative solutions to the challenges of changing regulations.
