The following responsibilities are expected from the GS-09 level. If selected at a lower grade, you will have the chance to learn and receive training for these duties.

As an Underwriting Analyst, your tasks will include:
  • Supporting Underwriting personnel with assigned initiatives, overseeing application processing, construction, closing, management control, coordination, and execution per HUD's established guidelines.
  • Acting as a liaison for assigned projects with HUD management, sponsors, representatives from various governmental levels, and external organizations.
  • Engaging in initial Concept Meetings with potential FHA lenders and multifamily property owners, assessing proposals for alignment with FHA insurance underwriting standards, including project location, financing timelines, and the qualifications of key stakeholders.
  • Conducting financial strength evaluations of transaction parties through mortgage credit analysis of borrowers, contractors, and sponsors.
  • Reviewing documentation and facilitating activities necessary for closing, including overseeing the preparation and examination of documents required for FHA Insurance of the loan.
Employment Conditions

Candidates will be appointed to one of the designated duty stations. Failure to report to the selected location may result in disciplinary action.

Key Requirements:
  • Must be a U.S. Citizen or U.S. National.
  • A probationary period may be required.
  • Successful completion of a background investigation is mandatory.
  • Submission of a Declaration for Federal Employment to assess suitability for Federal employment.
  • Direct Deposit of salary is required.
  • If applicable, male applicants born after December 31, 1959, must certify registration with the Selective Service System.
  • Completion of a Personal Identity Verification (PIV) process requiring two forms of identification.
  • Possession and use of a Government-issued charge card for business travel.
Qualifications

Applicants must meet the following qualifications within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-09, candidates must have one year (52 full weeks) of specialized experience at a level equivalent to the GS-07 grade level in Federal service.

Specialized experience includes:
  • Conducting financial analysis using spreadsheet software to support real estate transaction evaluations.
  • Performing technical analysis related to multifamily real estate financing, including site assessments and property management evaluations.
OR Education: Candidates may substitute education for experience as follows:

Master's degree or equivalent graduate education, or 2 full years of progressively higher-level graduate education leading to such a degree.

OR Combination: A combination of experience and education that meets the requirements.

Specialized Experience: For the GS-07, candidates must have one year (52 full weeks) of specialized experience at a level equivalent to the GS-05 grade level in Federal service.

Specialized experience includes:
  • Performing financial or data analysis using spreadsheet software.
OR Education: One full year of graduate-level education or Superior Academic Achievement may substitute for experience.

Experience may be gained in public, private, or volunteer sectors.

This position is part of a bargaining unit and is classified as Non-Exempt under the Fair Labor Standards Act (FLSA).
