Job Summary

Responsibilities
  • Serve as full Deputy to the Director, directing an organization responsible for facilities engineering, maintenance, and management, equipment acquisition, operation, environmental compliance, and protection.
  • Provide advice, counsel, and instruction to accomplish assigned functions, including interviewing candidates for vacant positions, making selections for positions, and evaluating the overall performance of subordinates.
  • Manage and coordinate major problem areas that could affect command capability in meeting its assigned mission requirements.
  • Plan, direct, and coordinate the organization and performance of the department's functions, including providing oversight regarding the planning and execution of all operational, administrative, and technical functions of the organization managed.
  • Provide or make provisions for training as required and provide guidance to employees in identifying training and development needs to enhance their capabilities.
Requirements

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • Managing the facilities' life cycle to include installation master planning, project development, engineering, maintenance, and demolition.
  • Providing oversight regarding the planning and execution of all operational, administrative, and technical functions of the organization managed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM)

A. Engineering Degree.

To be acceptable, the program must:

  • Lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET.
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • Statics, dynamics
    • Strength of materials (stress-strain relationships)
    • Fluid mechanics, hydraulics
    • Thermodynamics
    • Electrical fields and circuits
    • Nature and properties of materials (relating particle and aggregate structure to properties)
    • Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

B. Combination of education and experience

College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:

  • Professional registration or licensure
  • Written Test
  • Specified academic courses
  • Related curriculum
