Under the general guidance of the Chief Maintenance Officer, the Assistant Chief of Fleet Operations is responsible for strategizing, coordinating, overseeing, and executing tasks related to the specification, procurement, upkeep, and repair of the Agency's fleet and vehicles. This role includes the preparation of the annual maintenance budget and other associated responsibilities.
KEY RESPONSIBILITIES
The Assistant Chief of Fleet Operations plays a pivotal role in the planning, development, and execution of the fleet maintenance division.
The individual in this position is expected to foster efficient operations and maintain effective communication with clients, external vendors, and Agency personnel at all levels.
The assignments are comprehensive and allow for significant autonomy in their execution. The following duties are illustrative of the various tasks that may be undertaken:Oversee, coordinate, inspect, and participate in the maintenance and repair, including the overhaul of Agency vehicles and equipment.
Analyze maintenance challenges and trends, proposing and implementing effective solutions.
Supervise and delegate tasks to team members, providing general guidance and technical support; manage maintenance schedules and ensure the timely completion of maintenance activities.
Engage in the specification drafting and procurement processes for both revenue-generating and non-revenue vehicles, as well as shop equipment.Authorize the acquisition of parts, tools, and supplies.
Monitor maintenance expenditures; manage the maintenance budget; and coordinate special projects.
Stay informed on developments and trends in vehicle maintenance and repair, conducting research to identify opportunities for enhancing efficiency, reliability, and cost-effectiveness; recommend and implement improvements to programs, policies, and procedures, as well as upgrades or replacements of equipment.
Advise and consult with subordinate staff on new initiatives and procedures.Prepare high-level reports and correspondence.
Participate in employee and labor relations activities; conduct grievance hearings for unionized employees and make decisions regarding disciplinary actions or other personnel matters; serve on the Agency's management bargaining team.
Implement and oversee departmental goals and procedures as directed by the Chief Maintenance Officer.Act in the capacity of Chief Maintenance Officer during their absence.
Contribute to the development and monitoring of departmental key performance indicators.
Ensure quality and support from third-party fleet maintenance vendors.
Perform other duties as assigned.
KNOWLEDGE AND SKILLS REQUIRED:
Understanding of planning, development, implementation, and evaluation of various maintenance functions.
Principles and practices of organizational development within departments.
Modern management theories and leadership principles.
ABILITIES:
Identify departmental challenges and devise effective solutions.
Communicate proficiently in both oral and written forms.
Prepare executive-level correspondence and reports.

Lead a diverse team of skilled, unskilled, and professional personnel.
EDUCATION AND EXPERIENCE:
A typical pathway to acquiring the knowledge, skills, and abilities mentioned above includes graduation from an accredited four-year college or university with a major in public administration, business administration, vehicle maintenance, or a closely related field; along with ten years of progressively responsible experience in vehicle maintenance, with at least five years in a management or supervisory capacity; or an equivalent combination of training and experience.
CERTIFICATIONS AND REQUIREMENTS:
A valid California Class B Commercial driver's license and the ability to maintain insurability under the Agency's vehicle insurance policy.
