The State of Montana is seeking a highly skilled Financial Manager to oversee the financial operations of the Healthcare Facilities Branch. This position will be responsible for planning, designing, organizing, developing, monitoring, implementing, and evaluating the financial condition of the programs administered by the Healthcare Facilities Branch.

Key Responsibilities
  • Participate in planning and developing agency initiatives and coordinate program development in the agency areas that have funding requirements.
  • Provide direct oversight over the branch budget process, including developing budgetary and associated policy presentations for the Directors and Governors Office.
  • Oversee the allocation and implementation of the biennial budgets of the divisions within the Healthcare Facilities Branch in accordance with legislative intent and program, division, and department policies.
  • Communicate and partner with various stakeholders to champion initiatives to help ensure program requirements are met.
  • Review proposed legislation and distribute to the appropriate divisions for cost/saving estimation; review, consolidate, and submit to the Office of Budget and Finance for consolidation with other agency responses for presentation to the Governors Office Of Budget and Program Planning, bill sponsors, the legislative body, and general public.
  • Serve as DPHHS representative during the legislature as needed, including testifying, proposing legislative initiatives, and developing and coordinating budget presentations for the legislature.
Requirements
  • Bachelor's degree in business, finance, accounting, public administration, hospital administration, or health administration; human services; health care services; or a directly related field.
  • Five (5) or more years of senior level fiscal management of large programs with substantial staff and budgets.
  • Other combinations of education and experience may be considered on a case-by-case basis.
