The San Francisco Department of Public Health is expanding its services within the Managed Care division, which encompasses the Office of Coordinated Care (OCC), Utilization Management (UM), and Quality Management (QM). The Deputy Medical Director for Managed Care will play a pivotal role in providing effective leadership and strategic oversight in collaboration with the Director of Managed Care.

This position will involve approximately 10-30% clinical duties, equating to 4-8 hours per week of direct patient care for individuals seeking immediate support who are not currently engaged in ongoing treatment. Future plans include the establishment of a Mental Health Service Center, complementing the existing Behavioral Health Access Center, aimed at providing accessible drop-in mental health and substance use services.

Key Responsibilities:

  • Offer leadership and strategic guidance in partnership with OCC, UM, QM, and the Director of Managed Care.
  • Engage with medical staff, including the UM Medical Director and other healthcare professionals, to foster collaboration.
  • Enhance the availability of low-threshold psychiatric services and improve access to care through effective planning and execution.
  • Collaborate with the BHS Deputy Medical Director team.
  • Maintain a comprehensive understanding of services, contracts, and applicable state and federal regulations related to behavioral health services.
  • This is a 1.0 FTE position, consisting of 0.6 FTE for UM medical director duties and 0.4 FTE for clinical responsibilities in a low-barrier clinical environment.
  • Work Hours: 8:30 AM to 5:00 PM
  • Work Environment: Hybrid model (3 days in-person, 2 days remote), subject to change based on operational requirements.
  • Target Population: Adult clientele.
  • Current facilities include a Behavioral Health Access Center, with plans for a Mental Health Service Center.

Qualifications:

  1. Possession of a valid California medical license issued by the Medical Board of California or the Osteopathic Medical Board of California.
  2. Current DEA license from the California Department of Justice.
  3. Completion of an accredited residency program recognized by the Accreditation Council for Graduate Medical Education or the American Osteopathic Association in a Board-eligible psychiatric specialty.
  4. A minimum of five years of post-residency experience as a practicing psychiatrist.
