Job Summary:

The Chief Financial and Administrative Officer will be responsible for managing, organizing, and directing the financial planning activities of a Public Works Agency department. This includes developing capital projects, large maintenance and operations programs, rate and fee ordinances, budgets, and financial management systems. The successful candidate will also develop administrative and fiscal policies, practices, and procedures in response to changes in functions, programs, or direction from governing boards.

Key Responsibilities:
  • Develop and implement financial planning strategies to achieve departmental goals and objectives.
  • Manage and direct administrative teams to ensure effective delivery of financial and administrative services.
  • Develop and implement administrative and fiscal policies, practices, and procedures.
  • Provide leadership and guidance to administrative staff to ensure effective performance and achievement of departmental goals.
  • Collaborate with other departments and agencies to ensure effective communication and coordination of financial and administrative services.
Requirements:

To be successful in this role, you will need to have:

  • Two years of full-time experience in the Sacramento County classes of Administrative Services Officer III and/or Senior Administrative Analyst.
  • Or graduation from an accredited four-year college or university with a Bachelor Degree or higher in business administration, public administration, accounting, finance, or economics.
  • Two years of supervisory experience over a financial or administrative office that would include functions such as financial planning; budget analysis, review, monitoring, and control; public financing and contract management; and/or analysis and development of financial and/or budgetary policies, procedures, special projects, and/or programs.
