The San Mateo County Bar Association is seeking to appoint a Chief Compliance Officer to oversee and enhance our compliance and enforcement initiatives.

The successful candidate will possess a robust background in investigating or prosecuting violations of administrative or criminal statutes, particularly in the realm of public ethics, lobbyist registration, transparency, and campaign finance regulations.

Under the strategic guidance of the Executive Director, the Chief Compliance Officer will spearhead the enforcement program, manage investigative personnel, serve as the principal analyst in evaluating investigative findings, drafting case summaries, and providing recommendations on cases pertinent to the Bar Association's jurisdiction. Additional responsibilities include:

  • Administration of the Compliance Program: Overseeing investigations, audits, and administrative enforcement of activities governed by the Bar Association's regulations.
  • Policy Development: Establishing enforcement and investigative protocols, creating standardized procedures for investigations and audits, and ensuring compliance with the Bar Association's Complaint Procedures.
  • Case Management: Assessing preliminary information regarding complaints or suspicious activities, leading investigations, drafting legal analyses, finalizing case reports, negotiating settlements, and presenting case resolutions.
  • Research and Analysis: Conducting legal and policy research as necessary to support enforcement actions.
  • Public Engagement: Assisting city staff, candidates, and the public with inquiries related to the laws within the Bar Association's jurisdiction.
  • Reporting: Preparing or reviewing reports for relevant stakeholders, collaborating with public and private entities to address concerns and coordinate plans.
  • Leadership: Acting as the Executive Director in their absence, as required.

Qualifications: A Bachelor's degree from an accredited institution in criminal law, public policy, sociology, political science, communications, journalism, finance, economics, accounting, computer science, or a related discipline is essential. A J.D. or Master's degree is highly preferred.

Candidates should have a minimum of three years of progressively responsible experience in legal analysis, policy formulation, investigation, auditing, or public administration, including at least one year in a supervisory or leadership role. Familiarity with campaign finance, lobbyist regulations, transparency, or ethics laws is highly advantageous.
