Job Title: Acquisition Management Specialist

Credence Management Solutions, LLC is seeking a highly skilled Acquisition Management Specialist to support the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program.

Job Summary:

The Acquisition Management Specialist will provide recommendations to the Product Management team concerning the acquisition planning to include cost, schedule, and performance of highly complex, high monetary value, long term acquisitions.

Responsibilities:
  • Apply procurement principles and technical or program requirements to ensure the acquisition and milestone documentation are reflected and are integrated into the resulting contracting and procurement actions.
  • Assist in the development of acquisition strategies that align with program goals and regulatory requirements.
  • Assist in the development of acquisition documents such as the Simplified Acquisition Management Plan, Life Cycle Sustainment Plan, Program Office Estimate, Acquisition Decision memorandums, Test and evaluation plans, etc.
  • Coordinate and assist in the ramp-up of the program as new capabilities are transitioned and developed, ensuring smooth integration and operational readiness.
  • Support the preparation and development of briefings and presentations for internal and external stakeholders that effectively communicate the status, challenges, and successes of the program.
  • Develop and brief clear, concise, and tailored briefings for various audiences.
  • Prepare for and attend PM PNT program meetings including: IPTs; reviews leading to and including Milestone Decisions; PNT product Contractor reviews; POM reviews; PNT product platform and client meetings; Program Management Reviews (PMRs); Quarterly Program Reviews (QPRs); Technology Readiness Assessment (TRA) reviews, and budget reviews.
  • Review, recommend, and update program documentation supporting the acquisition process and long-term PM PNT program planning.
  • Develop, review, and maintain program level documentation supporting the acquisition process IAW documents required by law, regulation, directive and/or policy such as the U.S. Code Title 10, DFAS Manual 37-100, DoDD 5000.01, Department of Defense Instruction (DoDI) 5000.02 and Army Regulation (AR) 70-1.
  • Provide updates, inputs, corrections, and schedule estimates at integrated product team (IPT) meetings and working groups in the preparation, development, analysis, review, and tracking of the following: Integrated Master Schedules (IMS); preparation and review of PM PNT reports, and briefings provided to senior level management; PM PNT program reviews and PM PNT product reviews including events leading to the review, and events after the review.
  • Plan, coordinate, organize, implement, and prepare Report, Record of Meeting / Minutes (IAW CDRL A010) for PM PNT events, as required.
  • Assist the Government in drafting Statements of Objectives (SOOs), Statements of Work (SOWs), Performance Work Statements (PWSs), performance specifications, and associated solicitation documentation and provide technical advice and assistance regarding proposal evaluation. Participate in classified (Secret and Top Secret) meetings, as required.
  • Review and provide inputs for acquisition documentation for staffing through PM PNT leadership.
  • Plan, develop, review, and track Acquisition Requirement Packages for Government approval, IAW the FAR, DoD, Army, ASA(ALT) and PEO guidelines.
