OVERVIEW

The CEQA/NEPA Senior Consultant will be responsible for conducting comprehensive environmental assessments and collaborating with multidisciplinary teams to produce documentation that aids clients in securing project approvals under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

KEY RESPONSIBILITIES

  1. Technical Duties:
  • Perform environmental assessments aligned with project specifications and established CEQA/NEPA guidelines to identify potential environmental impacts.
  • Investigate local and state zoning and planning regulations to assess their relevance to specific operations and proposed developments.
  • Stay informed on the latest updates regarding CEQA/NEPA regulations and requirements.
  • Possess a foundational understanding of applicable emissions modeling.
  • Foster and maintain productive relationships with various local and regional planning and development authorities.
  • Coordinate with necessary subcontractors to fulfill client project specifications.
  • Represent clients at local agency meetings, providing technical support for their projects.

Regulatory Expertise:
  • Compile environmental documentation, including CE, ISMND, EIR, EA, EIS, General Plan Amendments, Zone Changes, and other necessary application documents for submission to local and state regulatory bodies.
  • Comprehend existing regulations and continuously evaluate new and proposed regulations relevant to current and prospective clients.

Project Management:
  • Maintain relationships with existing clients while seeking new project opportunities; effectively communicate analysis results both internally and externally.
  • Engage with key stakeholders to achieve project objectives.
  • Ensure timely delivery of quality outputs to clients and regulatory agencies within budget constraints.
  • Draft proposals to support incoming CEQA/NEPA projects.
  • Review monthly project billings and invoices for clients.

SUPERVISORY RESPONSIBILITIES

This position may involve supervisory duties based on the candidate's experience.

EDUCATION AND EXPERIENCE

A Bachelor's degree in Environmental Science, Urban Planning, Engineering, or a related field from an accredited institution; one to three years of relevant experience or training; or an equivalent combination of education and experience.

Proficiency in computer applications, including basic programming, word processing, spreadsheet skills, and familiarity with Microsoft Office software.

LANGUAGE SKILLS

Ability to read, analyze, and interpret business publications, professional journals, technical documents, or governmental regulations. Proficient in writing reports, business correspondence, and procedural manuals. Capable of effectively presenting information and addressing inquiries from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Competence in applying basic algebra and geometry concepts.

REASONING ABILITY

Ability to solve practical problems and manage a variety of concrete variables in situations with limited standardization. Ability to interpret various instructions provided in written, oral, diagram, or schedule form.
