Position Title: CEQA/NEPA Senior Consultant

Location: Various locations across California

OVERVIEW

The CEQA/NEPA Senior Consultant will be responsible for conducting comprehensive environmental assessments and collaborating with multidisciplinary teams to create documentation that aids clients in securing project approvals under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

KEY RESPONSIBILITIES

  1. Technical Duties:
  • Perform environmental evaluations in line with project specifications and established CEQA/NEPA guidelines to identify potential environmental impacts.
  • Investigate local and state zoning and planning laws to assess their relevance to specific operations and proposed developments.
  • Stay informed about the latest updates in CEQA/NEPA regulations and requirements.
  • Possess a foundational understanding of relevant emissions modeling.
  • Build and sustain professional relationships with local and regional planning and development agencies.
  • Coordinate with necessary subcontractors to fulfill client project specifications.
  • Represent clients at local agency meetings, providing technical expertise for their projects.

  1. Regulatory Expertise:
  • Compile environmental documentation such as CE, ISMND, EIR, EA, EIS, General Plan Amendments, and Zone Changes for submission to regulatory bodies on behalf of industrial and commercial clients.
  • Maintain a thorough understanding of current regulations and continuously evaluate new and proposed regulations affecting clients.

  1. Project Oversight:
  • Foster relationships with current clients while seeking new project opportunities; effectively communicate analysis results both verbally and in writing.
  • Engage with key stakeholders to meet project objectives.
  • Ensure timely delivery of high-quality outputs to clients and regulatory agencies within budget constraints.
  • Draft proposals to support incoming CEQA/NEPA initiatives.
  • Review monthly project billing and invoices sent to clients.

SUPERVISORY ROLE

This position may involve supervisory responsibilities depending on the candidate's experience.

QUALIFICATIONS

To excel in this role, candidates must demonstrate proficiency in essential duties. The following qualifications are indicative of the knowledge, skills, and abilities required:

EDUCATION AND EXPERIENCE

A Bachelor’s degree in Environmental Science, Urban Planning, Engineering, or a related field from an accredited institution; one to three years of relevant experience or training; or a combination of education and experience.

Proficiency in computer applications, including basic programming, word processing, and spreadsheet software, particularly Microsoft Office.

LANGUAGE PROFICIENCY

Ability to read, analyze, and interpret business publications, professional journals, technical procedures, or governmental regulations. Capable of drafting reports, business correspondence, and procedural manuals. Effective in presenting information and addressing inquiries from various stakeholders.

MATHEMATICAL APTITUDE

Ability to perform calculations involving discounts, interest, commissions, proportions, percentages, area, circumference, and volume, as well as apply basic algebra and geometry concepts.

PROBLEM-SOLVING SKILLS

Ability to tackle practical problems and manage a variety of concrete variables in situations with limited standardization. Competence in interpreting various forms of instructions.
