As a Technical Field Representative for Underground Storage Caverns at Phillips 66, you will play a critical role in supervising and managing the technical operations of underground storage caverns and saltwater disposal wells. This position requires a deep understanding of underground storage systems, well operations, safety regulations, and operational protocols. Your responsibility will be to ensure that Phillips 66's storage caverns and disposal wells function efficiently, adhere to company and regulatory standards, and follow industry best practices.
Key Responsibilities in Cavern Maintenance:
Onsite Technical Oversight:
- Supervise ongoing field operations and manage all technical elements of underground storage caverns and related wells.
- Ensure that operational metrics (pressure, temperature, flow rates) remain within designated limits during maintenance activities.
- Conduct regular evaluations and audits to assess cavern operations and well conditions.
- Oversee multiple projects with overlapping timelines and execution requirements.
- Implement and uphold safety protocols to ensure a secure working environment.
- Guarantee full compliance with regulatory standards and industry guidelines.
- Facilitate safety training for onsite staff and contractors to maintain safety protocols.
- Collaborate with the corporate Emergency Response team to develop and refine emergency response plans tailored to each storage cavern and well operation.
- Coordinate with relevant authorities and emergency response teams during drills, incidents, and emergencies.
- Maintain precise records of cavern operations, inspections, maintenance tasks, and Mechanical Integrity Test (MIT) outcomes.
- Prepare detailed technical reports and documentation for internal and regulatory purposes.
- Offer technical assistance and guidance to onsite personnel and contractors.
- Identify and address operational challenges promptly, implementing corrective measures as needed.
- Contribute during budgeting and planning phases, working closely with cavern engineers.
- Coordinate with engineering teams and contractors for maintenance and enhancement projects.
- Engage with stakeholders, including industry organizations, regulatory bodies, customers, and internal management.
- Bachelor's degree in engineering (Mechanical, Chemical, or related field) or equivalent experience.
- At least 5 years of experience in underground storage operations, preferably in NGL or similar hydrocarbon facilities, including saltwater disposal wells. Familiarity with underground solution-mined gas storage operations is a plus.
- Proficient in wellhead/casing/wellbore fundamentals, workover rig & drilling rig operations, well completions, e-line log interpretation, hydraulic analysis, basic geomechanical & subsidence knowledge, and oilfield equipment specifications.
- Thorough understanding of regulatory requirements in relevant jurisdictions across all Phillips 66 cavern and disposal well locations.
- Strong grasp of safety regulations, environmental compliance, and industry best practices.
- Excellent communication and interpersonal skills for effective stakeholder engagement.
- Ability to work independently, prioritize tasks effectively, and make informed decisions under pressure.
- Skilled in data analysis, technical report writing, and documentation management.
- Ability to work autonomously with minimal supervision while also contributing effectively within a team.
- Willingness to travel overnight up to 50% of the time, including to remote locations and potentially challenging environmental conditions.
- Flexibility for periodic travel to other sites or training sessions.
- Certifications such as Certified Safety Professional (CSP) or Project Management Professional (PMP) are advantageous.
