POSITION SUMMARY:

The Senior Subcontracts Administrator plays a crucial role in supporting our clients within the Infrastructure Solutions ES Construction Unit. This position involves acting as the primary point of contact for all subcontract-related matters, ensuring compliance with regulations and company policies.

QUALIFICATIONS:


Applicants should possess a Bachelor's degree (BS/BA) or higher in Accounting, Business Administration, Finance, or a related field, accompanied by a minimum of 6 years of experience in defense contracting, Supply Chain Management, subcontract administration, procurement, negotiations, proposal preparation, and bid analysis with the US Government, as well as experience with commercial, state, local government, or international clients.


The ideal candidate will demonstrate the ability to lead and effectively support Request for Proposal (RFP) processes, contract pre-award meetings, final negotiations, and the drafting and finalization of contracts. This includes conducting risk assessments of RFPs, identifying potential risks, and formulating mitigation strategies, as well as contributing to pricing strategies and ensuring compliance with contract policies and procedures.


Expertise in negotiating various contract types, including Firm Fixed-Price (FFP), Cost-plus-fixed-fee (CPFF), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts is essential. Familiarity with CPSR, Procurement Policies, and Purchasing Systems is also required, along with the ability to create documentation that meets CPSR standards.


Strong knowledge of Subcontract Management and Procurement concepts, as well as Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), is critical. Candidates must possess excellent communication skills, both written and verbal, and be capable of engaging with all levels of a matrix organization.


Proven customer service skills and the ability to mentor and train team members are necessary. Candidates should demonstrate exceptional organizational and time management skills, with the ability to multitask effectively in a fast-paced, deadline-driven environment. Adaptability to changing priorities is also essential.


Experience with Deltek Costpoint is preferred, along with strong computer skills in MS Access, Word, Excel, PowerPoint, Teams, Outlook, and SharePoint. US citizenship is required due to Federal Contract provisions, and legal authorization to work in the U.S. is mandatory.


KEY RESPONSIBILITIES:

- Provide comprehensive subcontract support to clients within the Infrastructure Solutions ES Construction Unit.
- Serve as the primary subcontract administrator for assigned contracts, making necessary internal and external presentations.
- Ensure compliance with all applicable laws and regulations in business operations.
- Foster effective relationships with suppliers and internal/external stakeholders.
- Review and negotiate terms and conditions of non-disclosure and teaming agreements.
- Analyze and evaluate bids and proposals to ensure compliance with Government requirements and company policies.
- Conduct thorough Cost and Price Analysis of bids and proposals.
- Administer various types of subcontracts, including Cost Plus, FFP, T&M, and Labor Hour contracts.
- Develop criteria for supplier evaluation, negotiate subcontract provisions, and assist in generating subcontract packages for review and approval.
- Support negotiations for modifications to existing subcontracts.
- Advise management on contractual rights and obligations, providing interpretations of terms and conditions.
- Stay informed of regulatory changes and their implications for subcontracting.
- Lead negotiations and modifications of both standard and non-standard subcontracts.
- Identify and resolve subcontract issues, providing leadership in developing solutions and recommendations.
- Offer direction and training to assigned professional staff.
- Ensure proper documentation in accordance with client and CPSR regulations.
- Facilitate the subcontractor setup process for new subcontractors, ensuring adherence to client requirements.
