Position Overview:
The Head of Risk Management is accountable for the comprehensive risk oversight function at Pacific Coast Bankers Bank, ensuring that the institution's operations and strategic initiatives comply with regulatory standards and best practices in risk management. This pivotal role involves the supervision of risk identification, evaluation, monitoring, and mitigation across various risk categories, including credit, market, operational, liquidity, and reputational risks. The Head of Risk Management collaborates closely with senior leadership and the board to formulate and execute risk management strategies.
Key Responsibilities:
- Design and implement a robust risk management framework that aligns with the bank's size, complexity, and regulatory landscape.
- Lead the risk management team, offering guidance, training, and mentorship to staff.
- Work in partnership with other departments, such as finance, lending, and operations, to embed risk management practices throughout the organization.
- Coordinate with IT and cybersecurity teams to deploy risk management tools that support business objectives.
- Align risk management strategies with organizational goals, ensuring integration into strategic planning and decision-making processes.
- Oversee risk management for the derivatives portfolio in collaboration with the Portfolio Risk Manager.
Risk Identification and Assessment:
- Identify and analyze potential risks that may affect the bank's objectives.
- Conduct regular risk assessments and stress testing to evaluate the bank's risk exposure.
- Establish and refine the bank's risk appetite statements for critical risk areas.
- Ensure that the bank's risk profile is communicated effectively to the Board of Directors and executive management.
- Develop expertise in interest rate swaps to manage derivative exposures effectively.
Risk Mitigation and Control:
- Create and enforce policies and procedures to mitigate identified risks.
- Supervise the implementation of risk management practices across all business units.
- Ensure compliance with applicable laws, regulations, and industry standards.
- Implement and monitor internal controls to detect and prevent potential risks.
Monitoring and Reporting:
- Establish key risk indicators (KRIs) and regularly monitor the bank's risk levels.
- Prepare and present detailed risk reports to the Board of Directors and senior management.
- Stay updated on emerging risks and industry trends, adjusting risk management practices as necessary.
- Oversee the continuous improvement of stress testing activities within the organization.
- Foster a strong risk culture within the bank, promoting proactive risk management and awareness.
Vendor Risk Management and Stakeholder Communication:
- Build and maintain strong relationships with key vendors, ensuring adherence to risk management standards.
- Collaborate with vendors on risk assessments and contract negotiations to enhance mutual risk management capabilities.
- Communicate risk management strategies and outcomes to stakeholders, including the board, investors, and regulatory bodies.
Regulatory Compliance:
- Engage with regulatory bodies to ensure compliance with all risk-related requirements.
- Oversee the preparation of documentation for regulatory examinations and audits.
- Ensure the bank is equipped to respond effectively to regulatory changes.
Qualifications:
- Minimum of 10 years of experience in risk management within the banking or financial services sector.
- Demonstrated experience in a leadership role, preferably as a Chief Risk Officer or in a senior risk management capacity.
- Extensive knowledge of banking regulations and risk management principles.
- Bachelor's degree in Finance, Economics, Business Administration, Risk Management, or a related field; advanced degrees or professional certifications (MBA, CFA, FRM, PRM) are preferred.
Skills:
