Job Summary:

We are seeking a highly skilled Information Technology Business Analyst to join our team at the Texas Department of Aging & Disability Services. As a key member of our Provider Finance Department, you will work under general supervision with moderate latitude for the use of initiative and independent judgment. Your primary responsibility will be to provide technical guidance in the collection and management of data to support the development of payment rates.

Key Responsibilities:

Maintain and coordinate with contracts related to complex systems for collecting statistical and cost data. Design and maintain spreadsheets, large databases, procedures, data instruments, and data tracking systems. Provide training and technical guidance to agency staff and contracted providers on cost reporting systems, state statutes and regulations, and HHSC policies and procedures. Document and provide technical support of the cost reporting and tracking systems. Interface with diverse groups, including other agency staff, medical/provider associations, workgroups, client advocates, attorneys, state/federal auditors, audit managers and audit staff throughout the state, and interested parties regarding data collection and the rate-setting process.

Essential Job Functions:

Interface effectively and positively with diverse groups. Prepare reports, make presentations, and identify and recommend solutions to management and executive staff for resolution. Develop, modify, and maintain large databases and complex spreadsheets. Monitor data to safeguard integrity, provide ready accessibility, and file security through protected access, storage, backup, and retention. Ensure compliance with agency rules, state and federal regulations, and agency methodologies.

Requirements:

Knowledge of health and human service programs, services, and procedures. Knowledge of accounting, business, and management principles and practices and procedures. Knowledge of state/federal laws and regulations relating to Medicaid reimbursement.
