Office of Information Technology Service (ITS) is in search of a Senior Systems Architect.
Key Responsibilities:
  • Accountable for the analysis, design, and documentation of current systems, along with other relevant technical outputs within the IES Program.
  • Craft system and application architecture for IES initiatives in compliance with various provided reference architectures.
  • Supervise and offer technical counsel, guidance, and support for IES initiatives.
  • Engage with diverse technical teams for ongoing evaluation of existing solutions for potential reuse in IES.
  • Collaborate with the Chief Technology Office to establish technical standards and frameworks for IES projects, ensuring alignment with enterprise standards.
  • Work alongside the Data Architect to develop and uphold reference model architecture and standards for articulating the direction of information architecture.
  • Act as a liaison with business and program stakeholders regarding enterprise architecture and strategy.
  • Participate in technical discussions with state, local, and vendor implementation teams to ensure proposed solutions align with program standards.
  • Present findings and recommendations to IES leadership to ensure technology alignment across workstreams and appropriately escalate technical issues.
  • Investigate, actively support, and engage in new technology initiatives that may benefit the organization.
  • Actively contribute to troubleshooting any technical challenges faced by the program.
  • Perform additional duties as assigned.
Essential Qualifications:
  • Level III - Over seven (7) years of experience on complex projects, including at least 2 years in a leadership role as an Architect.
  • Five or more years of experience in enterprise architecture and application design involving hybrid cloud deployments.
  • Five or more years of experience with event-driven architecture, implementing SOA and Microservices, including API product management.
Preferred Qualifications:
  • Three or more years of experience leading solution implementations for government agencies in care management and eligibility systems, integrating services like case management and claims management.
  • Three or more years of experience designing and implementing software frameworks, reusable components, and shared services using .NET technology.
  • Experience with modernization projects requiring knowledge across multiple technical domains, including Mainframe Systems and Modern Web Systems.
  • Three or more years of experience in legacy re-engineering projects and analysis of open technology systems interfacing with legacy products.
  • Three or more years of experience working with enterprise-wide architectures across multiple IT functional areas, identifying opportunities for capability reuse and business transformation.
  • Two or more years of experience evaluating software products to realize system architecture such as Business Process Management or Notification Systems.
  • Three or more years of experience with foundational technology components, including rules engines and middleware components.
  • Experience implementing solutions for state or local government, particularly in Health & Human Services applications.
