About the Opportunity

Oran Inc. is seeking a skilled professional to join our corporate team and support our proposal development efforts.

The successful candidate will be responsible for crafting technical responses to Requests for Proposal (RFPs) under strict deadlines, and for creating additional documents such as standard program proposals, and ad hoc documents as related to the proposal effort.

This role will develop compelling and compliant proposal content for a variety of technical topics, approaches, and solutions.

Working closely with our Proposal Manager and the proposal team, the selected candidate will ensure the resulting products are actionable, traceable, and meet the required business needs.

This position requires significant experience in writing proposals for federal government RFPs.

Key Responsibilities
  • Write and edit clear, concise, and persuasive technical content for RFP responses.
  • Translate complex technical concepts and solutions into easy-to-understand proposal language.
  • Develop technical documentation including architecture diagrams, system documentation, and CONOPS (Concept of Operations).
  • Research and integrate technical data, including design reports and equipment specifications, into proposal responses.
  • Organize materials and complete writing assignments according to established standards of clarity, conciseness, branding, and terminology.
  • Collaborate with subject matter experts, technical support teams, and other departments to produce high-quality proposal documents.
  • Manage the creation and maintenance of proposal documentation, ensuring consistency and compliance.
  • Coordinate the review process for technical documentation, ensuring accuracy, quality, and adherence to deadlines.
  • Provide oversight of special documentation projects, maintain internal documentation libraries, and coordinate knowledge management practices.
Preferred Skills and Qualifications
  • 5+ years of experience as a Solution Architect or Senior Technical Writer with significant federal RFP proposal writing experience.
  • Proven ability to create high-quality technical documentation, including detailed architecture diagrams, technical system documentation, and CONOPS.
  • Strong communication skills, both verbal and written, with the ability to present technical solutions clearly to diverse stakeholders.
  • Expertise in designing scalable, reliable, and secure architectures for IT solutions, with the ability to translate business requirements into technical designs.
  • Familiarity with cloud computing platforms such as AWS, Azure, or GCP, and understanding of cybersecurity best practices.
  • Experience in conducting security assessments and implementing security controls in IT architectures.
  • Proficiency in software development methodologies, such as Agile and DevOps, and managing IT infrastructure (servers, networks, storage).
  • Strong understanding of high availability, disaster recovery, and fault-tolerant architecture design.
  • Ability to develop Levels of Effort (LOEs) and Basis of Estimate (BoEs) for technical solutions.
Educational and Experience Requirements
  • Bachelor's degree or equivalent experience.
  • 3-5 years of experience in technical writing, solution architecture, or a related field.
  • Proven track record of writing and editing proposals for federal government RFPs.
  • Proficiency with Microsoft Office Suite and documentation/presentation tools.
  • Excellent research, organizational, and critical thinking skills, with the ability to work on multiple projects under tight deadlines.
  • Strong interpersonal skills and the ability to work independently with minimal supervision.
