POSITION OVERVIEW:
Under supervision, the role involves applying regulations and procedures to assess eligibility for public assistance programs and making referrals for social services. This is achieved through the use of automated eligibility systems and various computer applications in conjunction with several ancillary systems.
Most selected candidates will primarily work at the County's Service Center, managing caseloads and providing telephone support for public assistance inquiries, including food assistance and healthcare benefit eligibility determinations and enrollment.

PLEASE NOTE: This is an entry-level position within the Eligibility Worker series. Incumbents will participate in training sessions to understand regulations, work procedures, forms, and structured public contact techniques. The initial year will be a probationary period consisting of program training and on-the-job training. Successful candidates will complete four months of training and two months of practical training. Failure to satisfactorily complete training may result in termination from County employment. Attendance during the training period is crucial; therefore, vacations will not be approved during this time.

Key Responsibilities

Incumbents are expected to learn and undertake a full range of duties, which may include but are not limited to the following:

  1. Conduct interviews with individuals from diverse socioeconomic backgrounds to determine eligibility and need for public social programs; explain program requirements and procedures in both individual and group settings.
  2. Assist applicants in completing applications and declaration forms that inform eligibility decisions; gather information in challenging and emotional circumstances.
  3. Evaluate program eligibility according to various regulations, utilizing the California Statewide Automated Welfare System (CalSAWS) and other ancillary systems for task management.
  4. Handle inbound and outbound calls efficiently; prepare necessary documentation for public assistance initiation, continuation, and modification; ensure accurate case record entries.
  5. Identify customer needs and provide information and routine referrals to available resources within the County and community.
Employment Standards
  1. Equivalent to high school graduation and one year of public contact experience in a customer service environment; OR,
  2. Equivalent to high school graduation and one year of office experience performing administrative duties; OR,
  3. A combination of training, education, and experience equivalent to the above standards.
College coursework may substitute for required experience on a year-for-year basis.
Knowledge of: general office procedures; work and time management techniques; public contact and communication methods.
Ability to: comprehend complex regulations and procedures; learn and apply complex regulations; accurately record information; conduct skilled interviews; communicate effectively with diverse individuals; maintain confidentiality; and organize work amid interruptions.

Additional Requirements:
  • A valid California Class C Driver's License may be necessary.
  • Bilingual skills may be required; candidates indicating bilingual abilities will be assessed for fluency.
  • Incumbents may be required to perform civil defense duties.
  • Selected candidates must sign statements agreeing to comply with child and elder abuse reporting regulations.
