Job Overview

POSITION SUMMARY
The Code Compliance Manager is responsible for overseeing and executing compliance initiatives to ensure adherence to the City of Douglasville's Land Development Code and associated regulations.

Under the guidance of the Community Development Director, this role entails managing, directing, and supervising the operations of the Code Compliance Department, which includes general enforcement of codes and business licensing. The manager will coordinate activities with various divisions, departments, and external agencies while providing comprehensive administrative support.

KEY RESPONSIBILITIES

  • Oversee the management of the Code Compliance Department, ensuring enforcement of building, health, safety, and zoning codes that safeguard the welfare of the community.
  • Design and implement a robust code compliance program aimed at effectively addressing issues related to housing, abandoned vehicles, waste management, and other health and safety violations.
  • Develop and execute goals, objectives, and policies for the department, ensuring alignment with community standards and regulations.
  • Assess the efficiency of service delivery methods and recommend improvements as necessary.
  • Direct and review the work of staff involved in investigating code violations, ensuring adherence to established procedures and protocols.
  • Engage in field investigations, reviewing reports from enforcement officers, and preparing cases for legal proceedings as needed.
  • Analyze statistical data related to code compliance, ensuring accurate tracking and reporting of case information.
  • Recruit, train, and evaluate department personnel, fostering a culture of professional development and accountability.
  • Establish procedures for conducting thorough investigations and documenting findings related to code enforcement.
  • Participate in legal processes associated with land use and environmental regulations.
  • Prepare necessary documentation for court proceedings and inspections.
  • Perform additional duties as assigned by the supervisor.

EDUCATION AND EXPERIENCE

A Bachelor's degree in Planning, Public Administration, Law Enforcement, or a related field is preferred. Candidates should possess a minimum of seven years of progressively responsible experience in planning or law enforcement, including at least five years in a supervisory or management capacity.

SKILLS AND QUALIFICATIONS

  • Exceptional oral and written communication skills, with a strong emphasis on customer service.
  • Proven ability to implement innovative ideas and engage with the community on code compliance issues.
  • In-depth knowledge of code compliance practices and relevant laws.
  • Strong understanding of property maintenance codes and the ability to navigate complex regulations.
  • Familiarity with fiscal management, including budget oversight and record-keeping.
  • Ability to effectively lead and motivate a team.
  • Competence in managing multiple projects and priorities simultaneously.
  • Proficient in GIS and GPS software applications.

CERTIFICATIONS

  • Must obtain ICC Property Maintenance Inspector Certification within one year.
  • Must possess Georgia Association of Code Enforcement Certification Level III.
