About the Job

The State of North Carolina is seeking a highly skilled IT Business Integration Manager to join our team. As a key member of our department, you will be responsible for managing the daily operations of technology interfaces with external stakeholder programs and providing contract oversight to these projects.

Key Responsibilities
  • Conception through implementation of technology interfaces between the North Carolina Child Welfare Technology System and stakeholder technology platforms.
  • Review of Child Welfare program objectives and coordination of the Child Welfare Practice & Technology Integrated Workplan related to interfaces.
  • Management and prioritization of interface work with other technology systems.
  • Project coordinator responsibilities for ETLs and Data Integration jobs that support federal reporting and enable the work of the Child Welfare Data Team to deliver insights, dashboards, and reports.
  • Leadership and/or participation in requirement gathering sessions, provision of feedback, performance of system reviews, testing of changes, development of process flows, review of training materials and user guides.
  • Recommendation of changes to policies and procedures, troubleshooting of business problems and recommendation of solutions, and assessment of impact on business processes with users as new applications and systems are designed and developed.
  • Clarification of statutory, policy, procedures, and requirements related to the program area(s) with the client agencies of the State, stakeholder vendors, development team members dedicated to work on applications for the assigned program areas, and management.

Requirements
  • Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution.
  • Three years of progressive related experience, with two years in a supervisory role.
  • Documented experience working with the statutes, policies, procedures related to Child Welfare.
  • Demonstrated experience with industry standard integration processes, tools, and technical resources in MuleSoft or similar integration software.
  • Experience working in an agile matrix environment.
  • Experience formulating technical work plans and performing the appropriate change management.
  • Proven experience as a technical product owner or technical project manager requiring professional outreach to individuals and businesses and presenting to stakeholders.
Preferred Qualifications
  • Experience using MuleSoft to integrate with the Salesforce Integration layer.
  • Documented experience understanding and applying state and federal regulations.
  • Experience with finance and budget.
