Job Summary

Command Holdings is seeking a highly skilled Junior Financial Analyst to join our team. As a key member of our financial operations team, you will play a critical role in supporting the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E).

Key Responsibilities
  • Assist in the development of the Program Objectives Memorandum and Budget Estimate Submission for OUSD R&E, including managing internal budget reviews, change/budget proposals, and budget submission entries in Excel and databases.
  • Prepare analysis and evaluations of program/operation effectiveness and analyze financial and budgetary trends.
  • Review statements of work and required funding documents for approved OUSD R&E projects.
  • Monitor and support DoD program execution, including submission of required documentation for release of funding, follow-up on distribution of funding, and monitoring obligation and disbursement rates for funded projects.
  • Assist in preparation of required documentation to support the DoD PPBE process, including Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and support documentation for Program Decision Memorandum.
  • Prepare and participate in Mid-Year reviews and other PPBE meetings as required.
  • Assist OUSD R&E in identifying baseline financial processes and designing target financial and business processes and procedures to improve mission and cost effectiveness.
  • Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases as required for OUSD R&E.
  • Assist in preparing audit readiness and associated documentation.
  • Execute and follow-up on all budgetary data calls.
Work Environment

Our office environment is moderate, with occasional loud noise. You will be required to sit at a computer terminal for extended periods.

Minimal travel is expected, with occasional offsites, meetings, training, and conferences.
