Job Overview:

We are seeking a highly skilled individual to lead a team of construction managers and oversee contractors engaged in onshore pipeline construction. The successful candidate will possess a robust background in managing upstream or midstream capital projects and will be expected to hit the ground running upon joining our team.

Key Responsibilities:

  • Formulate interdisciplinary project teams, delineate roles and responsibilities, allocate resources, and ensure accountability for project commitments.
  • Develop work breakdown structures, create project timelines, identify interdependencies, and refine cost estimates. Generate comprehensive project execution plans and design specifications.
  • Conduct desktop routing and siting assessments for proposed pipelines and facilities.
  • Engage in the selection process for engineering contractors and spearhead project engineering initiatives.
  • Act as the primary liaison with clients, leading all in-country discussions and meetings.
  • Participate in design reviews and Process Hazard Analyses (PHAs) to ensure compliance with company standards and best practices.
  • Guide the in-country construction team to adhere to the project delivery schedule.
  • Monitor contractor performance to ensure projects are completed on time and within budget while fulfilling contractual obligations.
  • Evaluate actual costs against projected budgets, manage contingencies, and report discrepancies. Assist in preparing monthly accruals and forecasts for all projects under management.
  • Maintain a thorough understanding of project status, actively managing costs and schedules on a daily basis while providing regular updates to stakeholders.

Essential Qualifications and Education:

  • A Bachelor's degree in Engineering is required; preferred disciplines include Civil, Chemical, Petroleum, or Mechanical Engineering, though other relevant fields may be considered based on experience.
  • A minimum of ten (10) to fifteen (15) years of pertinent experience in designing and managing the execution of upstream or midstream facility capital projects, with a strong emphasis on onshore pipeline construction.
  • Experience in program or project management of high-volume, short-cycle pipeline projects and field gathering facilities is advantageous.
  • Extensive knowledge of pipeline design and construction practices.
  • Familiarity with industry codes and standards for pipeline, measurement, and gathering facilities, as well as applicable local, state, and federal regulations. Experience with onshore pipeline projects is highly desirable.
  • Understanding of environmental and safety regulations relevant to the industry.
  • Proven leadership in Occupational and Process Safety principles as they apply to pipeline and production facility design and installation.
  • Basic knowledge of spatial data management and mapping software, such as ArcGIS, is required; advanced proficiency is a plus.
  • Ability to prepare and validate cost and schedule estimates effectively.
  • Experience with project management techniques and best practices.
  • Competence in measuring project cost and schedule performance; familiarity with earned value performance management is an asset.
  • Proficiency in standard office software, including Excel, Word, and PowerPoint.
  • Self-motivated and technically proficient, with strong problem-solving skills to navigate challenges within a team environment.
  • A track record of proactive performance, demonstrating the ability to take charge of problem situations, devise solutions, and execute them with urgency.
  • Excellent organizational, interpersonal, and communication skills are essential.
  • The candidate is expected to be based in the Houston Office and will transition to Trinidad, with travel requirements of up to 25% while in Houston.
