Operations Research Engineer

The selected candidate will function as an OPERATIONS RESEARCH ANALYST/INDUSTRIAL ENGINEER within the NAVAL SYSTEMS MANAGEMENT ACTIVITY.

Eligibility Criteria
- Current or former federal employees in competitive service.
- Current excepted service federal employees.
This position is open to all current permanent federal employees and eligible DoD Military Reserve and National Guard Technician Preference candidates.
Key Responsibilities
- Provide comprehensive cost analysis support for intricate defense weapon systems programs, including life cycle cost estimation, evaluation of contract proposals, and Integrated Program Management (IPM) analysis.
- Conduct thorough data collection, research, and analytical evaluations.
- Examine mission requirements and system definitions to ascertain cost parameters, factors, and relationships for developing cost models.
- Create quantitative models to forecast future costs associated with complex defense weapon systems.
- Perform analyses to assist Navy leadership in making informed decisions regarding costs, budgets, and schedules throughout the life cycle of Navy programs.
- Engage in and/or lead segments of cost analysis and program office teams.
- Present findings through oral and written communications, justifying your analyses.
- Must be a U.S. Citizen.
- Must be deemed suitable for federal employment.
- Participation in the direct deposit pay program is mandatory.
- New hires will be required to successfully complete the E-Verify employment verification check.
- Retired military members seeking civilian positions within 180 days of retirement must adhere to specific provisions.
- Males born after must be registered for Selective Service.
- Written acknowledgment of acceptance of an excepted service appointment is required prior to appointment.
- Must obtain and maintain an interim and/or final security clearance prior to starting work.
- MSP/PPP applicants must currently possess the required security clearance.
- This position is subject to the Defense Acquisition Workforce Improvement Act (DAWIA), requiring certification in the relevant Acquisition Functional Area.
- Successful completion of a pre-employment drug test is required.
- This role is classified as Key/Non-Combat Essential, necessitating immediate support for expeditionary requirements.
- Completion of ethics orientation within three months of appointment and submission of a Confidential Financial Disclosure Report is mandatory.
GS13: Candidates must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level, showcasing expertise in quantitative, analytical, and evaluative data methods; conducting data-centric analyses of engineering-based designs; leading analytical teams; identifying data-supported costs, risks, and recommendations; and developing databases or cost models using cost estimating tools.
GS12: Candidates must also show one year of specialized experience at or equivalent to the GS-12 grade level, emphasizing quantitative data methods, conducting data-centric analyses of engineering products, evaluating risks, and creating analytical models.
Education Requirements
1515: A Bachelor's degree in operations research or at least 24 semester hours in operations research, mathematics, probability, statistics, or related fields is required, with at least 3 hours in calculus.
0896: A Bachelor's degree in engineering from an accredited program is required, including coursework in calculus and other engineering sciences.
