Job Summary

The position is in the Department of Veterans Affairs (VA), VHA, at the Robley Rex VAMC in the Research and Development (R&D) Service.

The position is fully responsible to provide day-to-day support and administrative oversight over the R&D program through data collection, recruitment, program analysis, managing subjects for clinical trials, and providing high-level administrative support of projects in a research setting.

  • Major Duties:
    • Contacts operating officials and staff to discuss problem areas and to gather additional data pertaining to the problems.
    • Analyzes applicable solutions and/or recommendations prepared by operating officials, studies the organization, work processes, project, and other elements that affect the problem.
    • Coordinate the effectiveness of R&D program through evaluation of research programs to provide recommendations or decisions for program strategies, modifications, budgeting, or improvements.
    • Determines solutions and/or makes recommendations for improvements and methods of application and conducts follow-ups to see that desired results are obtained.
    • Assist supervisor with managing the routine, day-to-day activities, and administration of the project.
    • Implement data collection and monitor protocols for difficult clinical research studies.
    • Record data to ensure that all tracking data is organized and is monitored during the progress of the study.
    • Track test results and trends requiring further analysis.
    • Oversee, screen, and evaluate recruitment of candidates for clinical research studies via telephone and/or in person.
    • Oversee recruitment and enrollment of participants, providing information on study objectives and constraints.
Requirements
  • To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024.
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-11 position you must have served 52 weeks at the GS-09.
  • The grade may have been in any occupation, but must have been held in the Federal service.
  • An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
  • You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement.
  • If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade.
  • In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.
  • Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

  • B. Special Provision for In service Placement:
  • Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan.
  • Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned);
  • and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program
  • AND Specialized Experience:
  • You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
  • Specialized experience is defined as:
  • planning, implementation, and coordination of a health care delivery system,
  • Applying analytical/evaluative methods and techniques in relation to the efficiency and effectiveness of program operations,
  • Recommend solutions to improve program effectiveness and/or organizational productivity,
  • Express information in a succinct and organized manners to all levels of an organization
  • OR Education:
  • Applicants may substitute education for the required experience.
  • To qualify based on education for this grade level you must have a PHD.
  • or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
