We are currently seeking a Lead Cost Estimator/CTC Developer to support our client’s initiatives related to the Army Materiel Command (AMC) and the United States Army Environmental Command (USAEC). This role focuses on delivering cost to complete estimates, financial oversight, process enhancement, internal control management, and audit readiness for Environmental & Disposal Liabilities (E&DL).
Key Responsibilities:
- Facilitate the client’s efforts in achieving Environmental & Disposal Liabilities (E&DL) audit readiness.
- Collaborate with installation points of contact to collect necessary documentation for cleanup package development.
- Interpret feasibility studies, decision documents, contracts, and other relevant materials.
- Prepare annual Cleanup Cost-to-Complete (CTC) E&DL estimates for various Army commands, incorporating feedback from quality control and supervisory reviews.
- Utilize fundamental audit principles to assess Environmental & Disposal Liabilities processes and practices.
- Support financial reporting data calls and conduct year-over-year variance analysis.
- Assist in comparative analysis and justification of fiscal year requirements and environmental cost estimates to ensure budget accuracy.
- Update standard operating procedures (SOP) as necessary.
- Apply expertise to complex assignments and develop innovative solutions.
- Contribute to performance metrics and deliverables.
- Possess knowledge of or the ability to learn cost estimating software.
Qualifications:
- Minimum of 3 years of experience in CTC estimates within the Department of Defense or federal financial management.
- Bachelor’s degree in Environmental Science or Business/Financial/Accounting fields; relevant experience may substitute for education.
- Experience in professional services and public sector client engagement.
- Preferred background in environmental cleanup and Environmental & Disposal Liabilities.
- Strong attention to detail, exceptional organizational skills, and effective communication abilities.
- Proficient in Microsoft Office and Adobe applications.
- Must be a U.S. Citizen and located within the continental United States.
Preferred Qualifications:
- Bachelor’s degree in Environmental Science or related fields, or experience in Hazardous Materials Cleanup/Disposal.
- Operational knowledge of environmental and disposal liabilities.
- Experience leading cross-functional teams.
- Familiarity with DoD financial statement audits and internal control assessments.
- Understanding of Army financial management policies and environmental regulations.
- Relevant certifications such as CPA, CGFM, or CDFM are advantageous.
- Working knowledge of Environmental Database of Record.
