Job Overview

Position Summary:

This role pertains to the Field Service Engineer (FSE) position of the Work Group Lead (WGL). The WGL is responsible for the comprehensive support of designated tasks within the Work Breakdown Structure (WBS) segment 130. This includes the management, upkeep, and enhancement of the Telemetry and Radar Acquisition data Processing Systems (TRAPS), Mission Control Centers (MCC), data distribution and recording systems, Mobile Operations Facilities (MOF), Range Safety Station (RSS), and project-specific Ground Control Stations (GCS). The WGL is also tasked with ensuring all technical support is provided to guarantee the timely and quality completion of work. Understanding the RF&ESS Statement of Work (SOW) and the Performance Work Statement (PWS) is crucial, particularly the WBS130 sections. This position receives both technical and administrative direction from the Operations and Maintenance (O&M) Manager and Site Manager, with work reviewed for adherence to established practices.

Key Responsibilities:

  • Deliver training and technical oversight for all activities associated with WBS130, including the assignment, supervision, and evaluation of group tasks. This encompasses employee assessments, corrective actions, timecard approvals, status reporting, documentation updates, candidate interviews, and compliance with metrics.
  • Maintain effective communication with NASA Technical Monitors (TM), Performance Monitors (PM), Test Information Engineers (TIE), Range System Engineers (RSE), Range Control Officers (RCO), and Code 600 personnel. Collaborate closely with TM, PM, RCO, and TIE to coordinate and prioritize tasks and mission requirements.
  • Adhere to the Dryden Aeronautical Test Range (DATR) Configuration Control Board (CCB) and Mission Control Center (MCC) Work Order processes, including Configuration Change Requests (CCR), System Test Reports (STR), and Discrepancy Reports (DR) to ensure accurate and timely documentation.
  • Conduct routine and corrective maintenance, as well as sustaining engineering on specialized telemetry real-time data processing and post-flight processing systems, following established protocols, and independently troubleshoot, recover, and resolve both routine and complex issues.
  • Perform pre and post-flight checks and troubleshoot instrumentation/data acquisition systems to align with the flight test mission schedule, demonstrating the ability to independently address both routine and complex challenges.
  • Collaborate with clients and projects to develop, integrate, test, install, operate, and maintain complex systems while adhering to high standards of workmanship and following established practices.

Additional Responsibilities:

Carry out other duties as necessary, including supporting other work centers during peak periods. This may involve cross-training in other functional areas to meet overall contract performance goals. Maintain cleanliness of the work area and equipment per specified standards. Operate personnel lifts and government vehicles. Troubleshoot and repair communication equipment, including multiplexers and fiber modems. Compile 'C' real-time source code and utilize command line tools for system interaction.

Qualifications:

Education: An Associate Degree in Computer Science or a related field. Completion of formal training in a similar accredited program may be accepted in lieu of an associate degree.

Experience: A minimum of eight (8) years of relevant work experience, particularly in range operations related to aircraft and/or spacecraft testing.

Required Knowledge, Skills, and Abilities:

The candidate must possess a robust technical background focused on the operations and maintenance of specialized telemetry and radar data processing systems. Familiarity with display applications for display building, basic programming in C, C#, and XML is essential. Experience in operations, maintenance, and troubleshooting of communication equipment, cable fabrication, and termination, with a strong emphasis on electronic theory is required. General knowledge of MM and SM fiber optic systems and applications, along with in-depth understanding of PC hardware, software operating systems, networking, and troubleshooting is necessary.

Core Competencies:

Expertise in: Configuring and operating Telemetry and Radar Data Processing Systems, and data test equipment. Ability to work with research display applications, such as the Interactive Analysis and Display System (IADS). Preventive maintenance and troubleshooting for Range systems. Experience with Range systems and test equipment for problem resolution. Display building and programming in C, C#, and XML.

Skills to: Operate effectively under the pressures of a real-time mission environment. Configure, operate, and troubleshoot specialized telemetry processing systems, recognizing and resolving issues in time-sensitive situations. Communicate effectively in both oral and written forms; apply logical or scientific thinking to define problems, gather data, establish facts, and draw valid conclusions. Build and maintain successful working relationships. Interact effectively with system users. Analyze data and resolve issues. Collaborate in a team environment; meet deadlines; effectively utilize computers for information retrieval and data input; perform work in an ISO compliant/certified environment. Ability to obtain and maintain a government security clearance.

Work Environment and Physical/Mental Demands:

This role requires prolonged sitting while using a computer, continuous visual and auditory communication, and sustained mental alertness. Flexibility in working hours, including weekends, is necessary. The ability to pass a heavy equipment physical exam for operating motorized equipment such as forklifts and personnel lifts is required. Travel may be necessary. Capability to work on aerial platforms and in outdoor environments is essential. Proficiency in using a computer for data input and retrieval is required.
