The role requires exceptional problem-solving skills and the ability to drive change by working across stakeholders to improve the overall requirements gathering, refinement, and delivery process.
Key Responsibilities:
Requirements Process Management and Optimization:
Oversee and manage the end-to-end requirements lifecycle for the Board's IT modernization program, ensuring alignment with the business and development teams.
Collaborate with stakeholders to define the necessary level of detail in business requirements to prevent development delays and ensure timely delivery of fully refined requirements before each PI quarterly planning session.
Proactively identify and address pain points in the requirements process, driving improvements to enhance efficiency and support timely development.
Facilitate stakeholder buy-in and navigate resistance, ensuring that new approaches to requirements gathering and refinement are adopted smoothly and effectively.
Work with the team to create As-Is and To-Be process models using BPMN to visualize current workflows and propose optimized future-state processes, ensuring alignment with business and technical priorities.
Apply Lean/Six Sigma methodologies to streamline the requirements process, eliminate bottlenecks, and enhance delivery timelines.
Track and measure process improvements by defining and monitoring Key Performance Indicators (KPIs), using data to drive continuous refinement of the requirements lifecycle.
Stakeholder Engagement and Change Facilitation:Act as the primary liaison between the business owners, development team, and requirements analysts, bridging the gap between business and IT to ensure clarity and shared understanding of requirements.
Facilitate stakeholder discussions to prioritize and refine requirements, ensuring that the business team gets ahead of the process and requirements are fully elaborated and ready for development in time for PI planning.
Build strong relationships with business owners and developers, using diplomacy and strong communication skills to advocate for process improvements and resolve any conflicts or issues that arise during requirements elicitation.
Agile Methodologies and Requirements Management:Lead the requirements team in applying Agile principles, including backlog grooming, sprint planning, and continuous improvement of the requirements process.
Ensure requirements are properly documented, tracked, and traceable using tools like JIRA.
Serve as a hands-on contributor by supporting the drafting of business requirements, user stories, and acceptance criteria to help the team meet development deadlines.
UAT and Requirements Validation:Collaborate with stakeholders to ensure the UAT process thoroughly tests and validates requirements against business objectives, supporting UAT scenario development and using the Requirements Traceability Matrix (RTM) to ensure coverage and alignment before production.
Qualifications:
Proven experience managing the requirements process end-to-end on large-scale IT modernization programs.
Ability to work with stakeholders to define the level of detail needed from business requirements to prevent development delays.
Strong problem-solving and change facilitation skills with a proven ability to drive improvements in the requirements process.
Demonstrated ability to serve as a bridge between business and IT, influencing incremental changes to enhance the overall process.
Minimum of 7 years of experience in business analysis and requirements management, with at least 3 years in a lead role managing requirements teams on complex programs.
Experience with Agile methodologies and tools such as JIRA for managing requirements and backlog prioritization.Excellent communication and diplomacy skills, with the ability to manage multiple stakeholders and facilitate collaborative discussions.
Experience working in highly regulated environments, with VA or government agency experience preferred.
Work Location:
Hybrid role between remote work and 810 Vermont Avenue, NW, Washington, DC.
