Job Overview

This role is pivotal as the Department's Senior Accountant specializing in Procurement Management. The Senior Accountant is responsible for the advanced examination, analysis, and interpretation of accounting systems, records, and reports by utilizing generally accepted accounting principles. This position involves modifying and maintaining agency accounting systems, preparing comprehensive financial reports, and providing fiscal guidance to management. Employees in this role undertake specialized responsibilities in cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Key Responsibilities

  • Conduct advanced cost accounting, systems accounting, federal fund accounting, or bond and loan accounting to prepare financial records and reports for management.
  • Plan, coordinate, and oversee procurement activities.
  • Apply principles of accounting to develop and implement detailed accounting systems tailored to agency needs.
  • Train Agency Procurement Specialists and instruct State contract managers on effective contract management techniques.
  • Interpret and apply funding source laws and regulations to specific agency fiscal matters.
  • Collaborate with agency management and program managers to address and resolve complex accounting issues.
  • Design data entry forms and prepare user manuals to assist agency and field fiscal staff in electronic accounting record-keeping.
  • Evaluate the adequacy of automated accounting systems by assessing the reliability and effectiveness of internal controls.
  • Lead the entire procurement and contract lifecycle, including need identification, solicitation, evaluation, award, and contract administration.

Minimum Qualifications

Education: A Bachelor's degree in Accounting from an accredited institution, including or supplemented by three credit hours in auditing.

Experience: A minimum of three years of experience in examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles.

Notes:

  • Candidates may substitute a Bachelor's degree with thirty credit hours in Accounting and related courses, including three credit hours in auditing.
  • Applicants who have met the requirements for CPA examination admission prior to July 1, 1974 will be considered to have met the educational requirement.
  • Possession of a CPA certificate or a master's degree in accounting may substitute for one year of the required experience.
  • One year of professional auditing experience may substitute for one year of the required experience.
  • Military service experience as a commissioned officer in the Accounting Officer classification may substitute for the required experience and education on a year-for-year basis.

Preferred Qualifications

Experience with Maryland's Financial Management Information System (FMIS) and Maryland Marketplace Advantage (MMA), along with a comprehensive understanding of procurement functions within a Maryland state agency.
