Job Summary

We are seeking an experienced Regional Transmission and Distribution Operations Manager to join our team. This is a full-time position based in Portland, Oregon, with a salary range of $133,000 - $156,500 per year, plus an annual discretionary performance incentive bonus of up to 20% of salary.

Key Responsibilities
  • Manage and oversee sub-transmission and/or distribution, outage field work, or field technical support functions for Systems Operations.
  • Audit and enforce regulatory requirements such as NERC and WECC standards.
  • Review, approve, and oversee complex switching processes, reporting, and other operational functions.
  • Manage the operation of transmission and/or distribution system performance.
  • Respond to system outage conditions that may be complex in nature involving substations, transmission lines, distribution lines, and underground networks.
  • Direct large and unique outage restoration efforts.
  • Oversee the modeling of the electrical system and the performance of computer power flows for use in contingency analysis studies.
  • Administer the applications of the EMS/SCADA system and tools.
  • Provide oversight and training for System Operators on protection and control schemes, outage management, and electrical systems operations.
  • Work with the Information Technology department to ensure support for software and mainframe services.
  • Ensure safe work practices by leading by example and enforcing safety policies and procedures.
  • Interact positively with other departments by providing superior customer service.
  • Improve operational performance by targeting critical inefficiencies, developing effective processes, and enhancing staff coordination.
  • Directly interface with other PacifiCorp managers, directors, and external service providers to discuss service level, system performance, and controls, and field/customer issues.
  • Hire, coach, mentor, and develop employees.
  • Review and evaluate employee performance and provide annual reviews.
Requirements
  • Bachelor's Degree in Engineering or a related field; or the equivalent combination of education and experience.
  • A minimum of 7 years of experience in the utility power delivery business, electrical journeyman craft experience, or a related field performing the duties of this position.
  • A minimum of three years experience in a supervisory role.
  • Thorough knowledge of electrical system operations, EMS systems (SCADA), outage management programs (OMS), labor agreements, accident prevention manuals, personnel procedures, budgeting, and company policies and procedures.
  • Knowledge of substation apparatus equipment, relay protection equipment, and communications equipment.
  • Communication and interpersonal skills including the ability to communicate expectations, manage the labor agreement, coach employees, provide feedback, work collaboratively with other departments, and effectively interface with company leaders.
  • Leadership and teamwork skills to develop and promote cooperative working relationships within and among departments.
  • Experience managing represented employees.
  • Knowledge of established operational practices and procedures for utility transmission and distribution systems with emphasis on system event response and outage management.
  • Demonstrated proficiency with computer applications to include word processing, spreadsheets, and mainframe applications.
  • 24/7 availability to support system operational requirements.
  • May be required to be on-call on a rotational basis.
Preferred Qualifications
  • Advanced Degree.
  • Demonstrated experience in electrical power engineering discipline, and thorough knowledge of engineering principles.
  • Knowledge of operating plans, impact of switching on a power system, switch capabilities, load flow studies, state estimator applications.
  • NERC Certification.
