Financial Recordkeeping Specialist
Location: Hanford, CA
Job Type: Full-time permanent
Department: Human Services
JOB OPPORTUNITY
Kings County Human Services Agency is seeking qualified candidates for the role of Accounting Technician:
As an Accounting Technician, you will engage in complex sub-professional accounting tasks that involve the application of technical accounting methods necessary for maintaining a significant accounting system, unit, or function within the department. Your responsibilities will also include performing related duties as required.
BENEFIT PACKAGE INCLUDES:
- CalPERS Retirement (see benefits section for plan/tier placement).
- Comprehensive PPO insurance covering medical, dental, vision, and chiropractic services for employees and their eligible dependents.
- Onsite health center for employees and eligible dependents on County health insurance.
- Paid vacation and sick leave (see benefits tab for more details)
The Accounting Technician classification represents the most advanced level below the professional Accountant classification series. Incumbents typically report to a Fiscal Analyst in a large department. This position is characterized by the complexity of the work performed, which does not necessitate professional training or experience, nor does it involve tasks that require continuous creative, analytical, and evaluative abilities. It is differentiated from the lower-level Account Clerk series by its responsibility for an entire unit or major accounting function within the department, necessitating a high degree of interpretive ability and independent judgment in executing challenging sub-professional accounting tasks, or the performance of supervisory duties in addition to Accounting Technician work, or a combination of both.
DUTY SAMPLE
Responsibilities include, but are not limited to:
- Maintaining and auditing budgetary accounts
- Analyzing budget accounts for fund transfers
- Modifying or developing new recordkeeping methods
- Collaborating with accountants and superiors on accounting procedures
- Implementing revisions in departmental accounting practices
- Advising departmental personnel on budget procedures and fiscal transactions
- Preparing periodic financial statements and analyses
- Projecting financial needs based on past or anticipated expenditures
- Calculating and applying tax rates
- Estimating revenues and determining allocation factors
- Providing explanations of laws, regulations, and policies

- Preparing year-end closing statements and periodic financial reports
- Assisting with research and monitoring of grants
- Calculating interest and payment rates for loans
- Estimating departmental cash needs
- Monitoring service contracts
- Preparing reports for departmental or external entities
- Supervising clerical accounting staff as needed.
MINIMUM QUALIFICATIONS
Any combination of education, training, and experience likely to provide the required knowledge, skills, and abilities may be considered qualifying. A typical way to obtain the required knowledge, skills, and abilities would be:
Education: Equivalent to completion of the twelfth grade. (Completion of one year of accounting coursework is desirable.)
Experience: Two (2) years of increasingly responsible experience in financial recordkeeping. (Two years of college with major coursework in accounting, financial recordkeeping, or a related subject may substitute for one year of the required experience.)
License: Some positions may require possession of a valid California driver's license.
Special Requirements: (1) Ability to work evenings and weekends as required; (2) ability to travel within and outside of the County; (3) some positions may require the ability to qualify for security clearance through a background investigation and/or a fingerprint check; (4) some positions may work a non-traditional work week.
SELECTION PROCESS:
All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee and/or written examination and/or oral examination which may include a written practical component to determine placement on the eligible list.
