The selection process is limited to candidates residing within a specified distance from the duty station.

Key Responsibilities

The primary responsibilities of the Ecological Scientist role at the GS-0401-9/11 level encompass, but are not restricted to, the following:

  • Conducting inventories, monitoring, restoration, and management of natural resources within designated areas.
  • Executing program management by identifying research and management priorities and potential funding sources, and preparing competitive proposals to secure necessary funding.
  • Planning and coordinating the Integrated Pest Management (IPM) program, which includes obtaining and maintaining relevant certifications and developing strategic plans for pest detection, mapping, control, and monitoring of invasive species.
  • Compiling management and scientific reports detailing the outcomes of protection, mitigation, reintroduction, inventory, monitoring, and research initiatives. Summarizing new and conventional information for use by scientists, managers, and partners.
  • Assessing impacts on organizational resources and preparing expert information for compliance documentation under the National Environmental Policy Act (NEPA), including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
Duties will be developmental in nature when filled below the full performance level.

Employment Conditions

  • U.S. Citizenship is required.
  • Appointment is subject to a background investigation and favorable adjudication.
  • Compliance with Selective Service Registration Act for males is mandatory.
  • Participation in the Direct Deposit Electronic Funds Transfer Program is required.
  • Individuals currently holding or who have held a General Schedule position under non-temporary appointment must meet time-in-grade requirements.
  • A valid driver's license is necessary as the role involves operating a government or private motor vehicle.
  • Compliance with National Park Service uniform standards is required, and a uniform allowance will be provided.
  • Flexibility to work on-call, evenings, weekends, holidays, and overtime may be necessary.
  • The position may involve a mixed work schedule, with variations between part-time, full-time, and on-call as workload dictates.
  • The ability to lift 25 pounds is required.
  • New employees or supervisors in the Federal government must complete a one-year probationary period.
  • Occasional overnight travel may be required.
  • A Maryland & District of Columbia Pesticide Applicator Certificate must be obtained within one year of entering duty.

Qualifications

All qualifications must be met by the closing date of this announcement unless otherwise stated. Credit will be given for all relevant qualifying experience. For current Federal employees, if hours worked per week are not included in your resume, a non-award SF-50 for each federal position listed must be submitted to validate your work schedule and determine qualifying experience. To qualify for this position, you must meet one of the following Basic Requirements:

  • Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines.
  • Combination of education and experience equivalent to a major in the aforementioned fields.

Specialized Experience Requirements

To qualify for this position at the GS-09 level, you must possess specialized experience comparable to the GS-07 level in the Federal service, which includes:

  • Independently conducting ecological or biological studies.
  • Performing standardized tests and analyses on biological samples.
  • Conducting seasonal monitoring of biological components and organizing data.
  • Developing written reports.
  • Utilizing computer-based technology such as GIS and databases.

For the GS-11 level, you must possess specialized experience comparable to the GS-09 level, which includes:

  • Planning and executing complex ecological studies.
  • Conducting long-term monitoring of biological components.
  • Designing and implementing scientific monitoring protocols.
  • Developing protection and restoration projects.
  • Administering computer-based technology.

Education Requirements

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution. If using foreign education to meet qualification requirements, you must provide evidence of equivalency.
