Position Overview: The Human Services Case Manager I is an entry-level role designed for individuals working under close supervision while gaining expertise in various program areas, including Adult/Adult Protective Services, Child Protective Services, Foster Care/Adoption, Child Care, and Employment Services. Employees in this position engage in routine to intermediate casework tasks, with their work subject to review by a supervisor before any case actions are taken. Upon successful completion of the training program and necessary approvals, the employee may be promoted to a full-performance Human Services Case Manager II, becoming eligible for a salary increase as outlined by the local agency compensation plan.

Key Responsibilities (Illustrative Only):

  • Interprets relevant laws, policies, and regulations applicable to specific responsibilities;
  • Monitors, coordinates, and administers assigned programs;
  • Facilitates services within designated areas of responsibility;
  • Conducts interviews and assesses client needs and other pertinent factors such as education, skills, abilities, interests, and support systems;
  • Informs clients about related service programs, including rules, regulations, and their rights to participate;
  • Presents cases to determine suitable services and develops/implements service plans;
  • Provides case management services to ensure compliance;
  • Manages program waiting lists;
  • Tracks expenditures, prepares and submits budget estimates, and ensures payment for services;
  • Completes necessary federal, state, and local planning and reporting requirements;
  • Collaborates with other agencies and participates in multi-disciplinary and interagency teams to provide services to clients;
  • Conducts overall monitoring of programs within specific areas of responsibility;
  • Acts as a resource for clients and the community in areas of expertise;
  • Provides after-hours on-call coverage and responds to emergencies in child/adult protective services and/or foster care.

Knowledge, Skills, and Abilities:

Knowledge: Basic understanding of social work principles and practices, human behavior, motivational theory, and social, economic, and health issues.

Skills: Proficiency in operating a motor vehicle and personal computer with relevant software.

Abilities: Demonstrated capacity to communicate effectively both verbally and in writing; interview, assess needs, counsel, and refer clients to additional resources as necessary; develop and implement service plans to ensure appropriate service delivery; make sound judgments within the framework of existing laws, policies, and regulations; respond to clients' emotions to achieve service objectives; plan and manage work activities, including service delivery, report preparation, and record-keeping; establish and maintain effective relationships; and stay informed about current trends and developments in the social work field.

Education and Experience: A minimum of a Bachelor's degree in a Human Services field or a Bachelor's degree in any field with at least two years of relevant experience in a Human Services area as mandated by applicable regulations. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license is preferred.

Special Requirements: This position will involve managing cases related to the Virginia Initiative for Education and Work (VIEW) and Child Care subsidy programs. The following tasks will be expected to be performed by the applicant:

  • Explains the employment services program;
  • Assesses customer needs and develops employment plans, utilizing job search, work experience, education, and training;
  • Establishes and monitors self-sufficiency goals based on customer background information;
  • Monitors case reports and records in accordance with regulations;
  • Explains the child care program and assesses customer needs;
  • Interviews individuals for assistance and gathers necessary information;
  • Determines eligibility for assistance and benefit levels using automated systems and manual methods;
  • Evaluates clients' employability status and explores potential income sources;
  • Explains client responsibilities, rights, and program availability;
  • Prepares reports and maintains client records;
  • Willingness to work in community shelters during natural disasters or emergencies.
