Position Overview

The Buyer is responsible for managing the procurement process to ensure the acquisition of goods and services aligns with project requirements and organizational standards.

Key Responsibilities
  • Purchasing Analysis: Evaluates purchasing requests to confirm clarity and completeness regarding materials, equipment, quantity, quality, funding authorization, delivery expectations, transportation methods, and supporting documentation.
  • Supplier Management: Maintains an updated list of qualified suppliers categorized by commodity, as approved by the relevant project or department.
  • Quotation Management: Prepares and distributes Requests for Quotation (RFQs) to qualified vendors. Assesses bid responses for compliance with RFQs, considering factors such as commercial terms, pricing, delivery timelines, financial stability, technical capabilities, quality assurance, and shipping locations.
  • Negotiation: Engages in negotiations to secure optimal pricing, delivery schedules, payment terms, and purchasing conditions, including tax exemptions and price adjustments.
  • Bid Analysis: Compiles and submits a Bid Analysis Summary to project and procurement management for approval, adhering to established policies and procedures.
  • Order Issuance: Issues purchase orders after obtaining necessary approvals.
  • Comparative Analysis: Conducts comparative evaluations of pricing, delivery conditions, material availability, quality, and potential new suppliers.
  • Record Keeping: Establishes and maintains organized purchase order files, ensuring proper storage of classified or sealed bid documents.
  • Order Closure: Finalizes purchase orders upon confirmation of successful completion of all contractual and procedural obligations.
  • Team Support: May provide guidance to junior Buyers, overseeing their work and training them in procurement procedures and the use of relevant software.
  • Additional Duties: Performs other related responsibilities as necessary.
Required Qualifications
  • Bachelor's degree in business administration, economics, or a related field from an accredited institution.
  • A minimum of 3 years of relevant experience in procurement.
  • Familiarity with purchasing practices in the engineering and construction sectors.
  • Understanding of Federal Acquisition Regulation (FAR).
  • Proficiency in Costpoint is preferred.
  • Knowledge of procuring IT hardware and software is advantageous.
  • Must be a US Person.
