About the Job

We are seeking a highly skilled and experienced High Visibility Enforcement Grants Specialist to join our team at the State of Colorado. As a key member of our Highway Safety Office, you will play a critical role in ensuring the safety of the traveling public in Colorado through coordinated, integrated management of the Highway Safety Education and Enforcement Programs.

Job Summary

The High Visibility Enforcement Grants Specialist will serve as the Project Manager for two statute required impaired driving enforcement programs, including Law Enforcement Assistance Fund (LEAF) and High Visibility Enforcement. This position will work with CDOT's Division of Accounting and Finance and National Highway Traffic Safety Administration (NHTSA) to monitor grant expenditures, track financial data, and prepare reports. The successful candidate will also manage the HSO's Capital Equipment Program and coordinate NHTSA Technical Assessments for all HSO grant programs.

Responsibilities
  • Manage and administer the HVE program, including developing the application, evaluation and scoring process, scheduling and attending pre-work meetings with law enforcement agency leadership and project managers, creating project workbooks to track activities for reimbursement, purchase order development and reviewing and processing HVE claims.
  • Make decisions and interpret program specific guidelines, statutes and rules to ensure the HVE program runs smoothly, resolve any problems that come up, serve as a resource and answer questions, and advise grantees and on specific program issues or matters as they come up.
  • Partner with OTS staff, Accounting, the Business Office, the Office of Financial Management and Budget (OFMB) and NHTSA to ensure accurate and timely flow of funds in compliance with all applicable rules and regulations.
  • Provide general program support for processes, systems and meetings for the HSO team, including systematic file reviews, monitoring claims tracking logs, coordinate Salesforce access, and coordinating meetings for various HSO Task Forces, Advisory Board and Committee meetings held throughout the year.
  • Serves as the HSO's Subject Matter Expert (SME) and Project Coordinator for the HSO Capital Equipment Program, including developing, controlling, and monitoring all equipment purchased with grants provided by the HSO, using federal funds which meet the NHTSA definition of Capital Equipment.
  • Coordinate Technical Assessment events, which are detailed evaluations of the HSO Grant programs' compliance with National Highway Traffic Safety Administration (NHTSA) guidelines, performed by subject matter experts.
  • Compile data and information required for annual reports.
  • Oversee rules and enforce rules for LEAF and High Visibility Enforcement programs.
  • Other job duties as assigned.
Work Environment

This position is primarily 8:00 am - 5:00 pm work hours, Monday-Friday with the opportunity for a flexible schedule. After a training period, you will likely work a hybrid schedule with a combination of in-office and remote work. Travel required throughout Colorado to evaluate HVE programs and for Capital Equipment mandatory annual inspections. Some overnight travel required throughout Colorado. Required to operate CDOT vehicles.

Minimum Qualifications

Experience Only:

  • 6 years of experience in in public health, criminal justice, social work, grants, compliance, public administration, business administration, or other work related to the major duties of this position, which included:
    • At least 2 years of experience with a primary focus on project or program planning, implementation, partnership engagement, coalition building, regulatory compliance and/or grants management.

OR

Education and Experience:

  • A combination of relevant education and experience that equals 6 years.
    • Education from an accredited college or university with coursework in public health, sociology, psychology, criminal justice, social work, public administration, business administration or another field of study closely related to the major duties of this position will be considered.
    • Experience with a primary focus on project or program planning, implementation, partnership engagement, coalition building, regulatory compliance and/or grants management will be considered.
