The City of Richmond Department of Finance is seeking a highly qualified and experienced customer service professional to fill the position of Program and Operations Manager - Treasury (Unclassified). The incumbent will oversee the delinquent collections and cashiering functions of the City of Richmond, effectively serving as the Treasurer (relative to surrounding counties). The successful candidate will assist with the monitoring and projecting citywide general fund revenues, making recommendations for senior management on various financial issues to maximize the collection of revenues.
Key Responsibilities:- Manage Billing & Collections and Customer Service units (responsible for staff of approximately 20 FTEs, including two Revenue Manager positions)
- Plan, develop, implement, and administer policies and procedures for the receipt, enforcement, reporting, and auditing of monies from the public for taxes, fees, and other sources of City revenues
- Develop revenue and tax enforcement programs that demonstrate efficiency, effectiveness, and fairness in the collection of tax revenues and other fees
- Develop and implement information systems (billing and collection systems), procedures, and standards for revenue program administration
- Monitor legislation and developments related to municipal revenue production and tax administration, evaluating their impact on City operations and implementing policies and procedures
- Administer state and local laws relating to the billing and collection of City taxes
- Recruit, hire, train, supervise, and evaluate personnel for assigned areas
- Maintain unit performance, according to set goals and responsibilities
- Teach and communicate Revenue Administration software applications to all levels of the organization; responsible for optimizing all RA information technology
- Explain and interpret policies, procedures, and laws on complex property tax and collection issues to all levels of the organization
- Bachelor's degree in business, accounting, finance, or public administration or field related to assignment
- Six years of journey-level professional experience in area related to assignment
- Two years of supervisory experience
- A Master's degree in Business or Public Administration or field directly related to assignment is preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- MBA, MPA, or CPA preferred
- Certified Treasury Professional (CTP) is a plus
- Five years of experience working in a Treasury Operations role is a plus
- Two years directly leading a treasury team, providing coaching, development, and performance management is a plus
- Prior experience working with a Treasury Management system
- At least eight (8) years of related experience with at least six (6) of those successfully managing a team of at least five (5) staff members and at least three (3) years of experience working in a local or municipal government environment
- Experience with revenue and billing information systems
- Technical skills to include management and financial accounting, application database extractions, and reporting
- A valid Driver's License with a satisfactory driving record or a valid Commonwealth of Virginia Driver's License within 30 days of hire is required
- Microsoft Office Suites experience
- Bilingual is a plus
