Job Overview

The City of Crescent City is seeking a highly skilled Finance Technician to join our team. The successful candidate will be responsible for processing all accounts payable for the city, as well as providing excellent customer service in the utility billing department.

  • Estimated salary: $25-$30 per hour
  • Full-time position with benefits
About the Job

This classification has two main functions: full processing of all accounts payable for the City and cash receipts and customer service in the utility billing department (taking payments, opening and closing customer accounts, etc.).

A written test and interview will be part of the hiring process. Please apply by Friday, January 17, 2025.

Essential Functions

The following duties are typical for this classification:

  1. Sort and distribute City mail to appropriate departments;
  2. Prepare and maintain accounts payable documents and files, including electronic files;
  3. Review invoices, documents, and payment authorizations for accuracy and compliance with City purchasing policies;
  4. Post invoices to accounts payable system;
  5. Prepare and mail warrants;
  6. Review vendor statements and follow up with vendors and/or City staff to resolve discrepancies;
  7. Respond to vendor inquiries;
  8. Prepare warrant lists for City Council approval;
  9. Serve as Cal Card administrator and assist City employees with resolving Cal Card issues and other vendor account card programs;
  10. Prepare 1098 and 1099 forms annually;
  11. Report 1099 vendors to EDD as required;
  12. Reconcile subsidiary Accounts Payable ledger and general ledger accounts;
  13. Prepare reconciling journal entries as necessary;
  14. Maintain confidential records;
  15. Provide information and analysis to City management as requested, including confidential items;
  16. Prepare reports and analysis for year-end audit and other reports as requested;
  17. Serve as primary backup to assist Account Clerk I and Account Clerk II with cash receipts and customer service in the Utility Billing office;
  18. Perform other related work as required.
Qualifications

Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be:

  • High School Diploma or GED
  • Associates degree or major coursework in Accounting, Business Administration or a related field.
  • OR Two (2) years of progressively professional and responsible experience in Accounting, Payroll or other related aspects of accounting; public agency experience preferred.
