Job Title: Traffic Services Technician

At City of Lewiston, ID, we are seeking a skilled and experienced Traffic Services Technician to join our team. As a key member of our Traffic Services Department, you will be responsible for ensuring the safe and efficient flow of traffic in our city.

Key Responsibilities:

  • Perform a variety of specialized and responsible duties involving the construction, maintenance, repair, and placement of traffic signs, traffic signals, street lights, pavement markings, and related structures.

  • Construct, maintain, and remove temporary traffic control for special events and emergency response.

  • Assist with the maintenance of City streets, alleys, and storm systems as needed.

  • Perform responsible duties in the construction, programming, maintenance, and repair of traffic signal equipment and associated structures.

  • Provide technical advice to construction inspectors for installations performed by contract services.

  • Perform quarterly operational and safety checks of signal systems using both visual inspection and electronic testing equipment.

  • Perform responsible duties in the construction, maintenance, and repair of street light illumination systems and associated structures.

  • Provide technical advice to construction inspectors for installations performed by contracted services.

  • Perform responsible duties in the construction, maintenance, and repair of traffic regulatory, warning, school, guidance, and other signage and associated hardware.

  • Fabricate new signs using graphics software and plotter.

  • Install new or remove old signage as indicated in traffic orders or construction plans.

  • Perform visual inspections to check for sight obstructions, cleanliness, retroreflectivity, and damage.

  • Correct identified issues or damage.

Requirements:

  • Any combination equivalent to graduation from high school and increasingly responsible traffic maintenance experience.

  • College-level coursework, industrial or military electronic experience preferred.

  • CDL preferred at time of hire.

  • Knowledge and implementation of proper procedures and techniques for the testing, installation, programming, operation, and maintenance of traffic control signals.

  • Computer software and applications used to program, test, and calibrate traffic signal equipment.

  • Read, interpret, explain, and apply technical plans, cabinet prints, and construction drawings used for traffic signal installation, troubleshooting, and maintenance.

  • Knowledge and implementation of proper procedures and techniques for the testing, installation, operation, and maintenance of street lighting systems.

  • Read, interpret, explain, and apply technical plans, schematics, and construction plans used for the installation, troubleshooting, and maintenance of street light systems.

  • Knowledge and implementation of proper procedures and techniques for construction, layout, installation, and maintenance of traffic signs.

  • Design and fabrication of traffic signs and proper operation, maintenance, and repair of specialized tools and equipment used in sign fabrication.

  • Read, interpret, explain, and apply technical plans, construction drawings, and traffic orders used for street sign layout and installation.

  • Federal and state laws applicable to fabrication, placement, size, and markings of traffic regulatory, informational, and guidance signs.

  • Knowledge and implementation of proper procedures and techniques for the layout, placement, and maintenance of pavement markings.

  • Various types of paint and materials used for pavement marking, and proper operation, adjustment, and repair of pavement marking equipment.

  • Read, interpret, explain, and apply technical plans, construction drawings, and traffic orders used for pavement marking layouts/installation and street/curb painting.

  • Federal and state laws applicable to layout, placement, and size of pavement markings.

  • Knowledge and implementation of proper procedures and techniques for the design, layout, installation, and maintenance of work zone temporary traffic control.

  • Read, interpret, explain, and apply traffic control or construction plans used for layout and installation of temporary traffic control signs and devices.

  • Design and fabrication of temporary traffic control signs.

  • Methods, equipment, and materials used in traffic maintenance work.

  • Federal MUTCD traffic manual.

  • Department, City, State, and Federal policies, procedures, codes, regulations, and standards applicable to the Street Maintenance Division.

  • Understand and implement the Snow Response Plan.

  • Operation and use of computers and tablets and applicable software and applications.

  • Maintain accurate written and electronic records and prepare written reports related to work performed.

  • Read, interpret, and understand GIS mapping and asset management.

  • Operation, use, and care of vehicles, equipment, hand, and power tools used to accomplish traffic services duties.

  • Use of locator equipment, mapping, and construction drawings to locate underground traffic signal and street light wiring.

  • Inspect traffic facilities and stormwater pump stations for maintenance and safety.

  • Installation, maintenance, and repair of traffic barricades, flags, and banners.

  • Local topography and geography.

  • Health and safety practices and procedures.

  • Work independently with little direction.

  • Meet schedules and time lines.

  • Follow verbal and written instructions.

  • Work cooperatively with others.

  • Respond to emergency situations when needed or be on call as required.

  • Communicate effectively both orally and in writing.

  • Perform heavy physical labor.

  • Observe legal and defensive driving practices.

  • Entry knowledge of street and alley maintenance and repair.

Work Environment:

  • Outdoor environment such as seasonal heat and cold, temperature changes, extreme weather conditions, and noise from equipment operation and surrounding traffic.

Physical Abilities:

  • Heavy lifting and carrying up to 60lbs.

  • Sitting, standing, walking for extended periods of time.

  • Reaching, overhead above the shoulder, and horizontally.

  • Climbing, bending at the waist, walking over rough or uneven surfaces.

  • Pushing, pulling.

  • Climbing into heavy equipment and vehicles.

  • Digging and performing heavy physical labor.

  • Dexterity of hands to operate vehicles, power tools, equipment, computers, tablets, diagnostic equipment, and seeing to safely operate the same.

Hazards:

  • Exposure to dirt and dust.

  • Working around and with machinery having moving parts.

  • Working around moving equipment and high-speed vehicular traffic.

  • Exposure to fumes from vehicle and equipment operation, oils, paints, solvents, gases, and other potentially hazardous materials.

  • Working at heights up to 60 feet.

  • Regularly working with power supplies and high voltage up to 480 volts.

  • Exposure to high voltage power transmission lines.

  • Limited exposure to hot asphalt and its fumes.
