About the Role

We are seeking a highly skilled Software Development Specialist 4 to join our team at the Ohio Department of Mental Health and Addiction Services. As a key member of our Office of Information Technology, you will play a critical role in designing and implementing solutions that meet the agency's requirements.

Key Responsibilities
  • Collaborate with IT Architecture staff, CIO, and/or IT Managers to design solutions that meet the agency's needs.
  • Assist in the analysis of solution design business cases.
  • Develop expertise in leading complex initiatives and knowledge of organizational improvement frameworks.
  • Develop expertise in project management methodologies.
  • Edit or create enterprise or IT artifacts, including policies, procedures, standards, guidelines, best practices, and position papers.
  • Ensure current and/or future business process flows are defined and documented.
  • Conduct detailed alternative analyses and determine end-user requirement(s).
  • Consult with end-users, technicians, vendors, management, and others.
  • Lead design reviews.
  • Provide post-production support for applications varying in size, scope, and impact to agency operations.
  • Answer questions on technical topics to assist other technical staff in software development or identify sources capable of providing answers.
  • Present technical topics to a diverse group.
  • Develop pass/fail testing criteria.
  • Assess overall system performance, including optimizing code and identifying and resolving peripheral software/hardware conflicts.
  • Oversee performance and load testing.
  • Finalize implementation of plans, procedures, and schedules.
  • Conduct lessons learned (testing perspective) and coordinate improvements to enterprise testing processes.
  • Understand technical environments and impacts on software execution in order to identify environmental components to be reviewed for adequacy.
  • Recommend software reusability guidelines.
  • Plan and conduct formal mentorship activities for peers and/or lower-level staff via verbal instruction or technical documentation.
