Job Summary

Key Responsibilities
  • Perform accurate and timely administration of subcontract awards, including procurement of standard and non-standard goods, services, and materials of high dollar value and moderate risk.
  • Handle moderate to complex purchase orders, subcontract agreements, and related documentation in accordance with established policies and procedures.
  • Develop independent business solutions and work closely with senior procurement and contracting staff.
  • Participate in pre-procurement planning, identify and recruit diverse and non-diverse suppliers and subcontractors, and prepare solicitation documents for issuance to prospective bidders and offers.
  • Coordinate responses to requests for clarification/information, chair pre-bid/proposal meetings, and participate in pre-bid/proposal site visits.
  • Receive bids/proposals, conduct bid/proposal openings, and coordinate appropriate distribution to technical evaluators.
  • Coordinate technical reviews/evaluations of bids/proposals, conduct commercial evaluation and tabulation of bids/proposals, lead price negotiations, and prepare recommendations for subcontract awards.
  • Prepare and coordinate bilateral execution of subcontracts and modifications by the contracting parties.
  • Monitor subcontractor status and performance directly and through communication with project management and operations counterparts; coordinate and agreement on subcontract modifications; and facilitate appropriate resolution of subcontract disputes and subcontractor performance problems.
  • Develop and maintain subcontract files in accordance with applicable governmental regulations and corporate procurement policies and practices.
  • Support business development initiatives and proposal preparation activities, including assisting in pricing determinations and providing recommendations for utilization of suitable suppliers and subcontractors.
  • Develop and distribute internal procurement status reports and conduct presentations to management on subcontracting activity.
  • Participate in diversity business outreach and recruitment functions as requested.
  • Support preparation and execution of Non-Disclosure Agreements and Teaming Agreements.
  • Promote adherence to corporate procurement policies and practices by participating in internal training conducted for employees and responding to inquiries from project management and operations counterparts.
  • Provide contractual interpretations regarding subcontract language and commercial requirements.
  • Work with Project Controls and Finance to ensure subcontractors are paid in accordance with executed agreements and work to resolve payment issues.
  • Review procurement files for compliance and assist buyers and junior SCAs in file remediation as required.
  • Answer Internal and External Data Calls from Government Compliance, DCAA, and DCMA queries.
Requirements
  • Bachelor's Degree
  • A minimum of 5+ years of Procurement and Subcontracts in the Federal contracting environment.
  • Demonstrated government, military, CAS/FAR procurement related experience.
  • Experience in DCMA CPSR Government approved system environment.
  • International procurement support including vendor sourcing and contingency procurement experience preferred.
Preferred Qualifications
  • CFCM, CPCM (NCMA), C.P.M or CPSM (ISM) preferred
