Position Overview and Responsibilities
Individuals appointed to this role will receive the highest compensation within the pay scale, along with a monthly recruitment and retention incentive of $200.
Important Note: All eligible candidates must hold a valid Registered Nursing (RN) license as stipulated by the Minimum Qualifications for this position. Licenses at a lower level, such as that of a Vocational Nurse (LVN), do not qualify for this role.
POSITION SUMMARY:
The Healthcare Compliance Inspector Nurse (HCIN) is responsible for performing assessments, investigations, surveys, and evaluations of healthcare facilities to ensure adherence to licensing and certification standards set forth by the California Department of Public Health (CDPH), as well as compliance with State and Federal regulations governing medical care. This role involves advising healthcare facility managers and community organizations on State health facility inspections, licensing, and certification processes. The primary focus is on the consistent application and enforcement of state and federal regulations that impact comprehensive patient care, including nursing, medical, restorative, pharmaceutical, social, dental, and related services. Frequent travel is a requirement of this position.
The attached duty statement will clarify whether this position allows for telecommuting. All employees who work remotely must be residents of California in accordance with Government Code 14200 and may be required to report to a CDPH office as necessary. Candidates residing outside California may be considered for interviews; however, the selected individual must establish primary residency in California prior to employment and maintain this residency as a condition of their role. Non-compliance with this requirement may lead to the withdrawal of the job offer.
DUTIES AND RESPONSIBILITIES:
Conducts thorough surveys of healthcare facilities, either independently or as part of a team, to assess compliance with state licensing and federal certification standards. Engages in and documents interviews regarding relevant patient information, ensuring confidentiality while gathering necessary data for potential legal proceedings. Either independently or collaboratively, evaluates healthcare facilities' adherence to state and federal laws and regulations based on survey results and observations. Prepares detailed written reports of deficiencies when necessary.
Develops and delivers both written and oral testimony to support civil monetary penalties during informal conferences, citation review meetings, evidentiary hearings, informal dispute resolutions, municipal or superior court proceedings, and arbitration processes. Acts as an expert witness in legal matters concerning state and federal regulations related to patient care and the healthcare delivery system.
Participates in meetings and engages in local initiatives aimed at enhancing uniform compliance within licensed healthcare facilities. Attends training sessions to stay informed about trends in the healthcare delivery system and industry developments.
Provides guidance and support to healthcare facility administrators regarding State requirements for inspections, licensing, construction, and operational standards of healthcare facilities.
Additional responsibilities may include collecting data for special studies and preparing licensing and complaint documentation for staff.
