Position Overview
This role is pivotal in overseeing the regulatory compliance framework of the Natural Gas Department.

The incumbent will ensure adherence to 49 CFR 191 and 192, along with state and federal mandates related to natural gas operations.

Key responsibilities include managing the daily functions of the training program, public awareness initiatives, and the continual updating of compliance documentation.

Essential Responsibilities
  • Oversee and update the Natural Gas Department's training program to align with state and federal requirements.
  • Ensure that all departmental personnel are informed of necessary qualifications and regulatory updates.
  • Maintain comprehensive records related to compliance and training in accordance with regulatory standards.
  • Evaluate and process testing for departmental staff, and assess third-party contractor qualifications for approval.
  • Lead the public awareness program under the guidance of the Natural Gas Superintendent, educating stakeholders through various communication channels and training sessions.
  • Develop and implement procedures that promote consistency and compliance with regulations, collaborating with external organizations as necessary.
  • Analyze the regulatory compliance status of the City of Thomasville and report findings to the Natural Gas Superintendent and Utility Leadership.
  • Assist in preparing responses to findings from external compliance inspections.
  • Recommend and implement changes to internal procedures based on audit results.
  • Document actions taken and maintain records in the appropriate database.
  • Coordinate with various departments and contractors to ensure adherence to natural gas regulations.
  • Foster a network within the natural gas community.
  • Ensure accuracy and approval of all regulatory compliance reports.
  • Report compliance incidents to the Natural Gas Superintendent and ensure completion of necessary documentation.
  • Utilize GIS to identify areas for improvement within the natural gas distribution system.
  • Participate in on-call duties as scheduled and assist construction teams when required.
Position Requirements
  • High school diploma or equivalent.
  • Valid driver's license.
  • Basic computer proficiency.
  • Familiarity with Microsoft Office Suite.
  • Knowledge of utility field practices and safety measures related to natural gas.
  • Ability to maintain digital records effectively.
  • Strong written and verbal communication skills.
  • Capacity to build and maintain positive public and customer relations.
Preferred Qualifications
  • Associate's degree in business, engineering, or drafting.
  • Three to five years of experience in the utility sector, particularly in natural gas.
  • Familiarity with natural gas field practices and equipment.
  • Experience in public speaking.
  • Proficiency with CityWorks and GIS.
Physical and Environmental Conditions

This position involves outdoor work and proximity to hazardous machinery, with exposure to varying temperatures and noise levels. Mental stress may occur frequently.
