Job Description

The Commonwealth of Virginia is seeking a highly skilled Research Scientist to lead its Family Research Unit in a collaborative effort with Fairfax County. The successful candidate will be responsible for developing and implementing research projects, serving as a principal investigator, and contributing to the conceptualization and conduct of research projects.

Key Responsibilities
  • Lead the Family Research Unit in developing and implementing research projects related to child welfare policy.
  • Collaborate with Fairfax County Department of Family Services leaders and employees to ensure effective implementation of research projects.
  • Develop and maintain relationships with stakeholders, including county officials, state and federal agencies, and community partners.
  • Conduct research and analysis on child welfare policy and programs, and provide recommendations for improvement.
  • Develop and manage research budgets, and ensure compliance with university and county policies.
Requirements
  • PhD or terminal degree in human services, public policy, or related fields.
  • Knowledge of Federal Title IV-E, Title XVI, Title II, Title IV-D, and Title XIX related policies and procedures.
  • Demonstrable capacity to research topics and data bases related to child welfare policy.
  • Excellent program leadership, management, human resource management, budget preparation and tracking, and program development and implementation skills.
  • Ability to create scholarly works and secure external funding.
Preferred Qualifications
  • Ability to analyze and coordinate the development or modification of organizational processes and activities in response to program and policy changes.
  • Expertise in computer applications, including data collection, analysis, and reporting methods.
  • Ability to use automated technology to record, establish, and maintain case records.
  • Interpersonal skills in developing new relationships and funding opportunities.
