Job Title: Procurement Manager

Job Summary:

The Procurement Manager will be responsible for managing the day-to-day operations of the Department of Administrative Services (DAS) procurement and purchasing card team.

Key Responsibilities:

  • Undertake complex or high-risk procurements to even out purchasing agent workload.
  • Assist purchasing agents with procurements, both within DAS and in stakeholder agencies.
  • Assign, supervise, and evaluate work of purchasing agents, recommending personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules, and assignments.
  • Mentor and provide training to purchasing agents, assisting in development of team and individual skills.
  • Perform procurement-related training and e-procurement system training.
  • Assist the Chief Procurement Officer and enterprise COO in developing procurement procedures and policies for improving procurement activities and methods.
  • Review Quality Assurance Team reports and resolve any potential findings.

Requirements:

  • Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
  • Eight years of full-time work experience in program administration, development, management, or operations.
  • Combination of education and experience, where 30 semester hours of accredited college or university coursework equals one year of full-time experience.
  • Graduation from the Iowa Certified Public Manager Program is equivalent to one year of full-time experience or education.
