JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: The Procurement Specialist plays a crucial role in providing procurement support to the University of Tennessee Health Science Center's (UTHSC) staff, faculty, and students, aligning with UTHSC's mission. This position is responsible for making binding procurement commitments on behalf of various departments and acts as the campus authority for specific goods and services.

DUTIES AND RESPONSIBILITIES:

  • Evaluates purchase requisitions and independently determines the most suitable procurement method, including researching potential supply sources.
  • Collaborates with departments to select successful vendors for contract awards; commits University funds by executing purchase orders in accordance with established policies.
  • Analyzes bids, quotations, proposals, and technical offers to ensure compliance and value.
  • Provides training and guidance to University personnel regarding procurement policies and the online purchasing system; offers training for related platforms.
  • Assesses purchasing needs to identify requirements for campus-wide contracts.
  • Addresses issues related to purchasing transactions involving vendors and University personnel.
  • Offers consulting services to departments, including product specification, evaluation, procurement planning, and sourcing.
  • Manages contract and post-award administration of contracts and purchase orders.
  • Acts as the subject matter expert for procurement-related activities, policies, procedures, and reconciliation support.
  • Performs additional duties as assigned.

MINIMUM REQUIREMENTS:

EDUCATION: Bachelor's Degree in Accounting, Finance, or a related discipline. (TRANSCRIPT REQUIRED)

EXPERIENCE: A minimum of one (1) year of experience in procurement or a related field; OR a combination of relevant education and work experience totaling five (5) years.

KNOWLEDGE, SKILLS, ABILITIES:

  • Familiarity with general accounting principles and data entry capabilities.
  • Ability to effectively interact with University personnel, vendors, and members of group purchasing at various levels.
  • Strong oral and written communication skills.
  • Capacity to meet deadlines consistently.
  • Excellent organizational and analytical abilities.
  • Competence in leading projects and managing multiple tasks in a dynamic environment.
  • Proficient in MS Office Suite.
  • Strong problem-solving and decision-making skills.

WORK SCHEDULE: This position may occasionally require evening and weekend work. Some overnight travel may be necessary.
